Position Overview: We are seeking an experienced Data Program Manager/Specialist with strong experience in cost allocation, federal grant claiming, PACAP development, financial modeling, and data analysis.
The resource will support Louisiana Works in developing and implementing a sustainable administrative cost allocation methodology for USDOL, Vocational Rehabilitation, SNAP Employment & Training, TANF, and other federally funded programs.
This is a specialized role combining program management, governmental cost allocation, federal claiming, financial analysis, and data analysis. Candidates with only general data/program management experience and no cost allocation or federal grant experience are unlikely to meet the RFR requirements.
Key Responsibilities:- Lead or support the analysis and development of administrative cost allocation methodologies.
- Review existing funding structures, cost pools, allocation bases, time-coding processes, and administrative claiming practices.
- Coordinate with fiscal, program, IT, and management stakeholders to understand operational requirements and validate allocation methodologies.
- Develop and review cost allocation formulas, allocation matrices, financial models, and reporting structures.
- Analyze current and proposed allocation methodologies and quantify federal and state financial impacts.
- Support development and review of Public Assistance Cost Allocation Plans (PACAPs) and related submission documentation.
- Support federal claiming optimization by identifying allowable costs and opportunities to maximize federal reimbursement.
- Provide guidance on reporting, coding, time reporting, and financial system requirements necessary to operationalize the approved methodology.
- Coordinate project activities, working sessions, deliverables, dependencies, and timelines as assigned.
- Support implementation planning and transition of the approved methodology into operational use.
- Participate in federal review discussions and assist with responses to federal questions and requests for additional documentation.
- Review and update methodologies, financial models, and supporting documentation based on operational or federal feedback.
- Prepare executive-level summaries, reports, and recommendations for Louisiana Works leadership.
- Demonstrated experience in cost allocation plan generation/development.
- Experience with data analysis and financial modeling.
- Experience supporting government, federal grant, or similar financial/cost allocation programs.
- Strong understanding of 2 CFR Part 200 and 45 CFR Part 95 requirements.
- Experience developing or evaluating cost pools, allocation bases, formulas, and financial impact models.
- Experience working with multiple stakeholders and translating business/financial requirements into documented methodologies.
- Strong project coordination, analytical, documentation, and communication skills.
- Demonstrated experience developing or materially revising Public Assistance Cost Allocation Plans (PACAPs).
- Experience with federal claiming and reimbursement.
- Experience with USDOL, SNAP E&T, TANF, Vocational Rehabilitation, FNS, DHHS, or other federal programs.
- Experience supporting federal review, negotiation, approval, or audit processes.
- Governmental accounting or financial management experience.
- Experience with integrated workforce, employment/training, vocational rehabilitation, or administrative systems.
- Experience with financial reporting, cost centers, WBS, internal orders, and time-coding structures.
- Advanced Excel and financial modeling skills.
