- 10 years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts, grant management, project management, statistical analysis, or financial services.
- A Bachelor’s degree in accounting, business administration, finance, public administration, or a related field of financial analysis and auditing followed by four years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts, grant management, project management, statistical analysis, or financial services.
- An advanced degree in accounting, business administration, finance, public administration, or a related field of financial analysis and auditing followed by two years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts, grant management, project management, statistical analysis, or financial services.
- Expert level experience in Microsoft Excel.
- Louisiana State Government accounting or budgeting experience.
The selected incumbent of this position is responsible for professional work involving various accounting activities, including budget and expenditure control, in the Administrative Services Division of the Department of Justice, Office of the Attorney General.
The duties and requirements of a Budget Manager in the Administrative Services Division shall include, but is not limited to the following:
- Performing specialized budget analysis, budget preparation, budget reviews, monitoring activities to forecast revenues and expenditures, and cost allocating;
- Preparing budget adjustment forms as necessary to draw or transfer funds;
Assisting in the preparation of the annual financial review (AFR) statements, annual management and performance accountability report (AMPAR), strategic plan, and operational plan; - Monitoring all aspects of position control and personnel budgeting including salary and related benefits expenditures, reporting, and control;
- Preparing bi‑weekly salary budget projection reports concerning budgeting, cost accounting, and expenditure control;
- Incumbent may also assist with maintaining accurate data in the lease control module for all building leases and may assist with the performance indicators on a quarterly basis to ensure compliance and timely reporting;
- Meeting and collaborating with government officials, departmental Division Directors, and stakeholders regarding program planning and budgetary services, including new and expanded requests and corresponding budgetary cost analysis;
- Reviewing and responding to legislative fiscal notes and drafting amendments to the general appropriation bill, the ancillary bill, or other applicable bills and may provide testimony to various legislative committees regarding departmental budgetary matters;
