The Louisiana Department of the Treasury is seeking a highly motivated, dependable, and detail-oriented individual to join its State Bond Commission team and serve Louisiana with private sector urgency and public sector purpose.
This position serves as an advanced-level debt management professional and technical resource responsible for conducting complex financial and technical analyses of debt-related applications submitted to the State Bond Commission. The successful candidate will independently evaluate proposed debt issuances, election propositions, and related financial transactions; assess compliance with applicable state and federal laws and regulations; and prepare recommendations for consideration by the State Bond Commission.
The work is demanding, the pace is fast and the standards are high.
- Three years of experience in accounting, auditing, financial operations, payroll, banking, or administrative services in a financial setting; OR
- Six years of full-time experience in any field plus twenty-four semester hours in any one or combination of the following: finance, economics, or accounting; OR
- A bachelor’s degree with twenty-four semester hours in any one or combination of the following: finance, economics, or accounting; OR
- A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR
- An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
- Possession of a Certified Public Accountant (CPA) license.
- EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
As a State Treasury Debt Analyst, you will serve as a key resource for the State Bond Commission and will be responsible for a wide variety of complex and time-sensitive debt management activities, including:
- Analyzing assigned debt-related applications submitted by state agencies, boards, commissions, local government entities, public trusts, and other applicants for elections, loans, bonds, and other debt-related transactions.
- Evaluating financial and technical information, including audited financial statements, adopted budgets, cash flow statements, feasibility studies, debt service schedules, and other supporting documentation to determine economic feasibility and the ability to adequately pay proposed debt service.
- Reviewing and examining application documentation to verify compliance with Louisiana's Constitution, Revised Statutes, Administrative Code, Attorney General's Opinions, and applicable federal regulations, including the Internal Revenue Code.
- Preparing detailed analysis sheets outlining the financial and technical aspects of applications and developing recommendations for consideration by State Bond Commission members.
- Communicating with legal counsels, underwriters, municipal advisors, government officials, certified public accountants, engineers, and other professionals to obtain information necessary to complete application analyses.
- Reviewing professional fees associated with debt applications and preparing cost-of-issuance comparisons to evaluate fees against similar projects previously approved by the State Bond Commission.
- Participating in Bond Commission agenda review meetings and providing additional information and clarification to Commission members and their staff.
