General Engineer (Regional Energy Program Manager)

Responsibilities
  • Serve as a subject‑matter expert and coordinate engineering efforts related to the Energy Resource Management Program.
  • Identify new projects based on Executive Order and statutory requirements, developing, coordinating, integrating, and implementing new technology and criteria.
  • Develop plans and proposals for alternative, renewable energy sources to meet future requirements while maintaining directives for constant reduction of energy usage.
  • Implement Energy Cost Avoidance (ECA) projects to reduce annual energy and water costs.
  • Provide technical assistance and guidance to Facility Supervisory General Engineers, Site Directors, Facility Managers, and other site engineers, and host facility maintenance support.
  • Collaborate with DLA Distribution’s energy resource managers to develop a standardized energy reporting protocol that tracks, analyzes, and reports energy consumption data and costs at all host and tenant locations.

Qualifications
  • Basic Requirement: Bachelor’s degree or higher in professional engineering from an ABET‑accredited program or an equivalent program covering core engineering sciences (statics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical circuitry, materials science, or comparable areas).
  • Either hold or be able to obtain a Certified Energy Manager (CEM) certificate within one year of appointment.
  • Combination of

    Education and Experience:

    • Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensed Professional Engineer (PE) in any U.S. jurisdiction.
    • Successful completion of the Fundamentals of Engineering (FE) exam or equivalent written test for professional registration.
    • At least 60 semester hours of advanced engineering coursework matching the Basic Requirement list.
    • Completion of a curriculum leading to a bachelor’s degree in a relevant scientific field, with at least one year of professional engineering experience under supervision, may substitute for a traditional engineering degree.
    • One year of specialized experience directly related to energy program management, at a GS‑12 level or equivalent. Creditable experience includes developing and implementing energy mandates, evaluating projects against requirements, coordinating investment strategies, and providing professional engineering services on energy/water conservation matters.
  • Physical Demands: Position requires lifting up to 50 pounds, standing for long periods, walking, stooping, bending, crouching, and climbing. Travel to sites with heavy equipment may be required.
