- Perform environmental analysis on the action taken by disposal contractors handling and disposing of hazardous materials properly.
- Examine various documents submitted by contractor, identifying existence of clear audit trail from generator to final disposal facility.
- Identify contract/environmental discrepancies to determine if the disposal action is in compliance with all Federal, State, Local, EPA, DOT, and DoD regulations.
- Make recommendations for resolution of noncompliance to contracting specialist where major/minor discrepancies exist.
- Enter manifest tracking data into automated disposal and supply systems.
- Participate in post‑award conferences, and in problem resolution meetings with disposal contractors.
- Perform technical work supporting contract specialist involved in the administration of hazardous waste disposal contracts.
- Assist surveillance team, as needed, to prepare for audit visits.
- Must be a U.S. citizen.

Non‑Sensitive. - Appointment subject to the completion of a favorable suitability or fitness determination; unfavorable adjudicated background checks will be grounds for removal.

Specialized
Experience:
One year of specialized experience that equips you with competencies to perform the duties of the position and directly related to this role. Applicants should meet eligibility requirements including time‑in‑grade, time‑after‑competitive appointment, minimum qualifications, and any other regulatory requirements. Creditable specialized experience includes:
- Independently validate and document (via database and/or reports) contractor performance as related to specified contract requirements.
- Examine documentation for completeness, accuracy, and timeliness.
- Perform mission‑related technical or clerical work.
Education: As a general rule, education is not creditable above GS‑5 for most positions covered by this standard; however, graduate education may be credited in few instances where the graduate education is directly related to the work of the position.
