Primary

Purpose:

The Chief Financial Officer is a Cabinet-level position who serves under the general direction of the Superintendent. The Chief Financial Officer is responsible for the day to day district financial operations and overall fiscal condition of the district. Oversees the implementation and consistent application of sound management practices and controls, including, but not limited to, transparent financial reporting and analysis, cash flow, debt management, tax collection, the procurement process, payroll, accounts payable, risk management, nutritional services, and managing and monitoring the budget.

Oversees data requested and received by TEA about public education, including student demographic and academic performance, personnel, financial, and organizational information. Serves campuses and departments by providing resources from a service oriented team. Serve as the chief financial adviser to the superintendent and board of trustees.

Qualifications:

Education/Certification:

Bachelor’s degree in a business-related field or educational administration

TASBO Certification (Texas Association of School Business Officials) must complete within two years of employment

Special Knowledge/

Skills:
  • Experience using state funding templates to project revenue and expenditures in annual budget preparation.
  • Ability to lead and manage exempt and non-exempt personnel .
  • Knowledge of information/data processing systems and financial applications.
  • Ability to resolve conflict, listen, and appropriately respond to concerns.
  • Ability to manage budget and personnel.
  • Ability to implement policy and procedures.
  • Ability to interpret data.
  • Excellent communication, public relations and interpersonal skills.
Experience:

Three years of district-level business/finance leadership experience.

Responsibilities and Duties:
  • Administer the district’s budget and ensure that operations are cost-effective and funds are managed wisely. Assist in the preparation and present all budget adjustments, additions, and deletions.
  • Coordinate the annual budget preparation process. Work with the accountants to develop annual revenue and appropriations projections, using state funding templates.
  • Maintain rolling five-year budget projections based on the best available data.
  • Serve as an investment officer for the school district and ensure compliance with the Public Funds Investment Act.
  • Assist the district’s independent and internal auditors in conducting annual and other periodic audits.
  • Assist in planning and developing school bond proposals or other debt issuance including planning maturity schedules and payments for bond issues.
  • Ensure that bond funds are spent legally, in accordance with permitted uses and in a manner consistent with what the community has authorized.
  • Ensure preparation and integrity of all district general accounting records and related financial reports using accepted standards for school accounting as prescribed by the Texas Education Agency.
  • Act as financial advisor to the Superintendent and Board of Trustees and keep them informed of the financial condition of the district.
  • Ensure that all financial obligations of the school district (accounts payable, notes payable, bonded indebtedness, and payroll) are met on a timely basis.
  • Implement and maintain internal control procedures to ensure the safeguarding of assets and reliability of accounting data and to promote operational efficiency and ensure adherence to prescribed procedures.
Operations/Support Services:
  • Ensure that the district purchases goods and services in an efficient, fair, legal and transparent manner.
