This position aims to accurately determine the market value of residential properties using mass appraisal statistical modeling techniques for tax assessment purposes. This class works under general supervision, independently developing work methods and sequences. This is a non-supervisory position.

The essential functions listed below are those that represent the majority of time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

RESPONSIBILITIES
  • Real property appraiser for residential properties.
  • Conducts research and analyzes appraisal work documents for the valuation of residential real properties, mobile homes, and agricultural use to determine the property's fair market value; ensures accuracy, completeness, and compliance with applicable schedules, standards, rules, and guidelines.
  • Conducts onsite inspectionsto verify data for new constructions/permits or valuations; identifies missing or demolished assets; measures and inspects structures; and updates property records based on field findings by data entry into Computer Assisted Mass Appraisal (CAMA) software.
  • Inspects properties after disasters such as hurricanes; calculates the estimated percentage of damage; and uploads photos.
  • Inspects properties specific to determine the taxpayer's requested valuation; reviews valuations and determines discrepancies; and takes measurements and photos.
  • Reviews various records and legal documents in association with determining appraised property values; retrieves and reviews deeds, plats, and other legal documents; verifies ownership and proper classification of property; identifies other factors impacting values such as remodeling, new features, depreciation, changes in classification, zoning changes, external forces, and ACUIZ; and takes such factors in determining appraised values.
  • Calculates the fair market value for residential properties utilizing the three approaches to value.
  • Assists citizens, other departments, and other interested parties regarding appraisal processes, land use, and general tax inquiries.
  • Performs mass appraisal analysis of assigned areas annually and during countywide reassessment programs.
  • Explains and defends mass appraisals and valuation methods through the appeal process using statistics or detailed individual appraisal reports.
  • Assists (meets with) citizens, other departments, and other interested parties regarding appraisal processes, real property valuations, and taxation questions
  • Appears, as required, before an appellate board to give testimony and present evidence to justify an appraisal.
  • Maintain operational records, appraisal reports, files, and records of appraisal activities, including sale analysis appraisal manuals and pricing/valuation guides.
  • Provides guidance and assistance to apprentice appraisers and appraisal technicians.
  • Collects and analyzes residential sale data to support estimated opinion of value.
  • Performs other related duties of a similar nature or level.
REQUIREMENTS
  • Requires High School diploma or GED equivalent.
  • Education supplemented by specialized courses/training equivalent to completing one (1) year of college.
  • Two years of appraisal experience.
  • South Carolina Certified Appraisal License or South Carolina Certified Mass Appraiser License
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
