The City of Beaverton is hiring two Plans Examiners (classification: Plans Examiner
2) in the Building Division of the Community Development Department. Plans Examiners review construction plans for compliance with codes, regulations, rules, laws, and ordinances. This ensures that all construction in Beaverton—industrial, commercial, multi-family, and residential buildings—is safe and compliant. Plans Examiners may also conduct field inspections and work with developers and contractors, attending predesign and plan review meetings.
This is a full-time, non-exempt, Management 3 (M3) position. There are two vacancies. The schedule will generally be Monday-Friday, during the city’s business hours. A hybrid work schedule may be available upon successful completion of probation.

- Perform plan reviews for compliance with city ordinances; and state building, mechanical, and fire codes; and applicable laws, rules and regulations on commercial, industrial, multi-family, and residential buildings. Write plan review reports.
- Approve or deny plans for issuance. Identify deficiencies and notify applicants of required alterations. Work with applicants to resolve problems. Determine the value of buildings for permit fees and approve building permits.
- Participate in pre-development and facility review meetings addressing code issues or plan deficiencies.
- Provide technical assistance to the public and construction representatives on code questions, plan review, and processes. Assist applicants in completing the building permit process.
- Maintain and file applications, documentation and records. Enter plans review information into computer system. Initiate plan check letters.
- Conduct field inspections.
- Assist permit technicians on permit application processing.
- Coordinate with other divisions and governmental agencies related to commercial, industrial, and multi-family building projects.
- Provide code information and answer code questions by phone and at the building counter as requested by the general public, contractors, and design professionals.

Minimum qualifications:
- Associate’s degree in building inspection technology or a related field, and
- Four years of experience in plans examination; or
- An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
Licensing and special requirements
- Valid driver’s license and ability to meet the city’s driving standards.
- Oregon Inspector certification.
- State of Oregon A-level Plans Examiner or International Code Council (ICC) Building Plans Examiner certification.
- Oregon Fire Life Safety Plans Examiner or ICC Fire Plans Examiner certification.
- State of Oregon Residential Plans Examiner or ICC Residential Building Inspector certification.
- State of Oregon A-level Mechanical Inspector or ICC Commercial Mechanical Inspector certification.
- Ability to pass reference checks and education verification, and satisfy the requirements of a background check.
- Ability to satisfy the requirements of a pre-employment drug screen.
