Supervisory Acquisition Program Manager Specialist

The Air Force Civilian Service (AFCS) is seeking a Full‑Time Supervisory Acquisition Program Management Specialist (NH‑1101‑04) to work for the Air Force Life Cycle Management Center (AFLCMC) at Hanscom AFB in Massachusetts. This Director‑level position may close at any time.

Responsibilities
  • Lead, manage, direct or be responsible for acquisition activities either directly or in support of DoD funded acquisition efforts, directing and coordinating the collective efforts of a multi‑disciplined staff of military, civilian, and/or contractors assigned to a program including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
  • Exercise supervisory personnel management responsibilities at least 25% of the time. Plan work for subordinates, set and adjust priorities, prepare schedules, assign work, evaluate performance, give guidance, interview candidates, resolve complaints, enforce disciplinary measures and identify training needs.
  • Deliver presentations on acquisition program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians.
  • Represent the program office at higher levels within the organization and contractor organizations, establishing and maintaining effective working relationships to address issues.
  • Work with the contracting officer to approve terms and conditions in contract negotiations, plans, budgets and scope changes, and lead teamwork to resolve technical, schedule, cost and supportability issues.
Qualifications
  • Must be able to obtain and maintain a Top Secret/Secret clearance.
  • Position may be subject to random drug testing.
  • Covered by the Acquisition Professional Development Program; employee must meet or be capable of meeting Defense Acquisition Work Improvement Act requirements and possess or be able to obtain a Back to Basics (BtB) Advanced certification in Program Management (previous APDP Level III certifications are acceptable).
  • This is a Critical Acquisition Position (CAP).
  • Must be of legal working age.
  • Only DoD internal employees are eligible; external candidates will not be considered.

Relocation expenses may or may not be paid. The position is eligible for telework (situational/Ad Hoc) but is NOT eligible for remote/full‑time telework.

Installation of OGE Form 450, Confidential Financial Disclosure Report, may be required upon appointment and annually thereafter.
