Position Summary
The purpose of this position is to coordinate, train, and prepare Public Safety Telecommunicators to become licensed through the state, support licensed Telecommunicators in meeting continuing education training mandates, and enhance certifications. This is accomplished by teaching Public Safety related courses, developing course content, facilitating group discussions, and attending in‑service training. This position is responsible for developing the training schedule and maintaining the learning management system by creating a course catalog, loading course information, and monitoring registrations.
Other duties include identifying, recruiting, and evaluating contract instructors and managing the training budget. The Training Coordinator will also assist other 9‑1‑1 personnel as needed, as well as other members of the Executive Director Team and Technical Team. The Training Coordinator is responsible for the oversight, compliance, and continuity of the agency’s Contract Training Provider Agreement with the Texas Commission on Law Enforcement (TCOLE).
At times, the Training Coordinator may supervise the work of others while working under minimal supervision and with extensive latitude for initiative and independent judgment.
- Participates in the development, reviewing, revision, and implementation of training programs, policies, and procedures and promotes the use of training services.
- Develops, conducts, and coordinates training in a classroom, distance learning, or occasionally in an e‑learning environment.
- Develops course curriculum to include instructional methods, training aids, manuals, and other instructional materials and products.
- Plans and develops specialized training and continuing education programs.
- Participates in the design and review of course evaluations and instructor evaluations for enhancement to the training program.
- Participates in the development of the training needs assessment to determine course development.
- Participates in identifying long‑range training goals and recommends programs to achieve goals, including the development of an annual training plan.
- Participates in identifying and recruiting potential instructors by observing and evaluating instructor performance and assists in deciding the suitability of the instructor.
- Assists in the reporting of TCOLE credit and preparation of state audits.
- May facilitate workshops and meetings.
- Assists other 9‑1‑1 personnel as needed.
- Participates in designing and reviewing course evaluations and other instructor evaluations for enhancement to the training program.
- Participates in analyzing training content for accessibility; recommends changes to make content accessible.
- Compiles data and prepares reports.
- Assists with processing and execution of training contracts for training services.
- Assists in the preparation and management of the training budget.
- Assists in preparing training areas, stocking the training breakroom, and tracking an inventory of training supplies.
- May supervise the work of contract instructors.
- Performs other related job duties as assigned.
Bachelor’s degree in the Public Safety‑related field, Public Administration, or Education, or an equivalent combination of education, training, and experience. Six (6) years’ experience as a telecommunicator. Valid TCOLE Basic Instructor certification (must be obtained within one (1) year of assignment) or an equivalent teaching certification. Two (2) years of teaching experience on 9‑1‑1 related courses preferred. Possesses a Texas Telecommunicator License within one (1) year of employment.
Minimum Qualifications- Working knowledge of emergency communications center training practices, methods, content, standards, statutory and regulatory requirements, and educational developmental practices.
- Working knowledge of 9‑1‑1 operational procedures and practices and equipment utilized in emergency communications centers.
- Basic knowledge of adult learning theory as it applies in a learning environment.
