Position: 02672 - Assistant Resident Engineer Land Use

Overview

The position supports the Residency Administrator or Engineer by coordinating, integrating and managing VDOT resources impacting a residency program. The role may serve as the focal point for services and primary contact or liaison for local governments within the region. Responsibilities include administering land development activities, managing resources and staff, and ensuring residency objectives are met while serving as the responsible charge engineer for residency.

Responsibilities
  • Coordinate, integrate and manage VDOT resources impacting the residency program. Serve as a primary contact or liaison for local governments on activities affecting the local geographic region. Administer land development activities in the assigned geographic region under the advisory authority of the District Land Use Director regarding land use policies, procedures and guidelines. Manage resources and staff to accomplish objectives. Support the Resident Engineer or Resident Administrator in residency operations and programs.

    May act as the primary contact for locality-related program areas. Administer residency projects and manage resources and staff to achieve residency objectives as the responsible charge engineer.
  • Communications:
    Build and maintain partnerships with stakeholders as government liaison. Provide authoritative information about business plans and actions, receive feedback, and participate in or conduct meetings with public agencies and citizen groups to disseminate or gather information. Represent VDOT perspectives and business needs to committees, groups and public forums. Participate in standing and ad-hoc committees to advance district business needs. Make management decisions that earn credibility and public trust;

    lead and manage teams to deliver programs and services with quality, professional service.
  • Emergency Operations:
    Oversee training, coordination and implementation of emergency action plans; secure equipment and resources; establish snow removal and emergency response plans.
  • Land Development:
    Serve as the responsible charge engineer and primary point of contact for land development issues in the residency. Review and approve development plans for subdivision and site plans, rezoning applications, subdivision plats and permit applications. Review traffic studies, site geometrics, hydraulic analyses, utilities and environmental impacts; provide input to local governments regarding rezonings and comprehensive plan amendments; facilitate discussions on sensitive land development issues;

    coordinate impacts to limited access rights-of-way and the interstate system requiring FHWA approval; provide feedback and guidance for land use applications to locality staff and engineers.
  • Residency Program Coordination and Delivery:
    Support maintenance and operations program delivery; maintain partnerships with district staff; administer maintenance budgets and projects to meet dashboard targets; develop plans to use resources to achieve program goals; monitor environmental compliance on projects and activities; develop SYP priorities and program strategies with district staff; collaborate with district staff across disciplines and participate in project scoping and meetings to communicate project scope and status.
  • Safety Operations:
    Oversee safety training and programs at the residency level; implement VDOT safety policies to protect staff, assets and the public.

  • Advanced knowledge of civil engineering principles related to transportation planning, drainage design, traffic engineering, land development, roadway design and construction.
  • Knowledge of federal, state and local transportation rules, regulations and policies, as well as VDOT policies and procedures related to land use and residency operations.
  • Knowledge of supervisory and human resources practices including hiring, discipline, performance management and employee development.
  • Skill in building and maintaining effective relationships with employees, citizens and public officials.
  • Skill in developing and managing effective teams.
  • Skill in navigating complex political environments with sensitivity to organizational dynamics.
  • Skill in the use of computers and software programs, including MS Office and engineering design software.
Minimum Qualifications
  • Ability to communicate effectively orally and in writing with diverse audiences.
  • Degree in Civil Engineering or related field.
  • Experience applying civil engineering principles to land development design, transportation construction and maintenance projects.
