Technical Finance Business Partner

We are supporting a local authority in hiring an exceptional Finance Business Partner, a senior role for a qualified accountant who excels in complex statutory reporting, capital accounting, and high‑level technical financial leadership.

This is not a typical business partnering position. It is a technically demanding role at the core of the Council’s financial governance, leading the delivery of the Statement of Accounts, Capital Strategy, Treasury Management, and compliance with all statutory accounting requirements.

• Lead the closure of accounts and production of the Statement of Accounts to statutory standards.
• Provide expert technical advice on accounting treatments, legislation, and regulatory changes.
• Ensure high‑quality working papers, audit evidence and compliance with the latest CIPFA Codes.

• Drive the Capital Strategy, capital planning and investment appraisal.
• Oversight of capital accounting, financing, and long‑term financial modelling.
• Lead Treasury Management activities, including cashflow, borrowing and investment compliance.

• Develop and present high‑impact financial reports for senior leaders and Members.
• Support and challenge budget managers to maintain robust financial control and informed decision‑making.

• Manage and develop a technical finance team, ensuring high standards and timely deliverables.

• CCAB/CIMA qualified with strong post‑qualification experience.
• Proven background in local authority technical accounting and year‑end accounts closure.
• Strong understanding of capital financing, statutory reporting and treasury management.
• Ability to interpret complex legislation and communicate it clearly to senior stakeholders.
• Confident, influential and proactive finance leader.
