Contracts Manager; Tenders & Business Cases

VANRATH are delighted to be assisting our client, a large Public Sector organisation with the recruitment of a Contracts Manager to join their team based in Belfast.

• £19.32 per hour
• 37 hours per week (intage to Friday)
• Laptop and mobile provided
• Access to on-site facilities including break-out areas and gym

You’ll be working within a large public‑sector organisation responsible for managing and maintaining a significant property and housing estate.

• 1-5 years' experience in facilities, contracts, or service management
• Advanced IT proficiency
• Strong understanding of governance, compliance, and organisational policies
• Experience preparing business cases, tenders, or procurement documentation
• Confident managing contracts, KPIs, and supplier performance
• Strong customer service and stakeholder management skills
• Knowledge of business continuity and organisational resilience principles
• Able to work to equality, health & safety, and information governance standards
• Access to Basic Access NI clearance

• Support delivery of supplies and services across the estate Retrofit and within budget
• Provide full contract management, ensuring KPIs and service standards are met
• Prepare business cases, tenders, quotations, and procurement documentation
• Drive continuous improvement to maximise value for money
• Embed sustainability and best practice into contract specifications
• Handle customer queries and complaints, seeing issues through to resolution
• Ensure compliance with governance, financial, and procurement frameworks
