The Procurement Manager is responsible for leading procurement and supply chain activities across a portfolio of large-scale infrastructure and capital investment projects. The role will develop and implement procurement strategies, manage high-value sourcing activities, negotiate complex contracts, and ensure the timely delivery of goods, services, and works required to support project delivery. Working closely with project teams, engineering, commercial, legal, and operational stakeholders, the Procurement Manager will ensure procurement activities achieve value for money, mitigate supply chain risks, and support successful project outcomes in terms of cost, quality, schedule, and compliance.
Key Responsibilities Strategic Procurement Develop and execute procurement strategies for major infrastructure and capital projects. Lead sourcing activities for construction works, engineering services, plant, equipment, materials, and specialist subcontractors. Deliver value through competitive tendering, supplier negotiations, and commercial optimisation. Support project planning by developing procurement schedules aligned with programme milestones. Infrastructure Project Delivery Manage procurement activities throughout the project lifecycle, from feasibility and design through construction and commissioning.
Collaborate with project managers, engineers, and commercial teams to ensure procurement requirements are clearly defined and delivered. Support project governance processes including investment approvals, procurement reviews, and change control. Ensure procurement packages are delivered on time to prevent programme delays. Contract Management Lead the preparation, tendering, evaluation, negotiation, and award of contracts. Manage high-value contracts and framework agreements with contractors, consultants, and suppliers.
Support contract administration, variation management, dispute resolution, and supplier performance management. Ensure compliance with contractual obligations and commercial controls. Supplier & Supply Chain Management Develop and maintain strategic supplier relationships. Assess supplier capability, capacity, financial stability, and risk profiles. Drive supplier performance against cost, quality, safety, sustainability, and delivery targets. Promote supplier innovation and continuous improvement initiatives.
