Your new role Reporting to the Head of Assets & Projects, the M&E Estates Officer will be responsible for the management, maintenance and continuous improvement of mechanical and electrical services across a wide range of residential and commercial closely with the Response, Servicing, Compliance and Planned Works teams, you will ensure statutory compliance, resident safety and the effective delivery of maintenance and investment programmes.
Key responsibilities will include:
Managing and monitoring M&E systems including heating, ventilation, electrical installations, lifts and fire alarm systems. Providing technical advice and guidance on repairs, upgrades, replacement works and planned investment projects. Reviewing contractor designs, drawings and technical specifications. Ensuring compliance with statutory requirements relating to electrical safety, gas and oil heating systems, fire safety, water hygiene and mechanical equipment. Managing contractors and consultants to ensure work is delivered safely, on time and within budget.
Conducting site inspections, quality audits and compliance reviews. Supporting procurement exercises and evaluating M&E service contracts. Assisting with asset management strategies, stock condition surveys and lifecycle planning. Supporting refurbishment, retrofit and decarbonisation projects, including energy efficiency initiatives. Investigating technical issues and providing solutions to complex repairs and resident concerns. Producing management information reports and maintaining accurate compliance records. This is a varied and rewarding role offering the opportunity to contribute to both day-to-day operational delivery and long-term asset investment strategies.
What you'll need to succeed To be successful in this role, applicants should demonstrate:
Essential Criteria HNC/HND or Degree in Building Services, Mechanical Engineering or Electrical Engineering. Membership of, or working towards membership of, CIBSE or an equivalent professional body.
Experience with in an M&E role supporting social housing, public sector organisations or large property portfolios. Experience managing contractors and monitoring service delivery performance. Strong technical knowledge of mechanical and electrical building services. Good understanding of statutory compliance frameworks and building safety requirements. Ability to read, interpret and review technical drawings and specifications. Strong project management, planning and organisational skills. Excellent communication and stakeholder management abilities.
Full current driving licence and access to suitable transport.
