Summary:
** This is a Full Time Permanent Post x 3 ROLE AND PURPOSE To provide contract support services across a broad range of works to ensure repairs, maintenance and capital works can be carried to the Council stock of 24,000 homes.
To respond to a complex range of issues relating to works orders and tenants repairs for all types of work undertaken by housing investment. To provide guidance and support to tenants, contractors and internal surveyors/managers that will ensure the implementation of contract procedures, working practices and policies across a wide range of delivery contracts.
** PRINCIPAL ACCOUNTABLITIES:
** 1. Raise orders for a wide range of repairs and capital contracts ensuring the correct budget, contract and priority are input into the Council’s IT systems to ensure works are issued to contractors and allow contracts to be effectively monitored to meet the landlord’s obligations.
2. Liaise with tenants, housing staff, internal/external contractors, contact centre, supply authorities and other stakeholders to establish their issues or problems relating to revenue/capital works and take the correct action to resolve or pass the issue to the correct person in accordance with the applied policies, procedures and contract practices.
3. Make decisions on repairs priority and requests from contractors including investigating to change the priority of orders taking into account information in data systems and liaising with contractors/programme managers, to ensure the work undertaken receives the correct priority.
4. Provide contract support functions in accordance with policies, procedures and practice across a wide range of revenue/capital services and work including; housing repairs/maintenance, specialist areas (gas/electric/asbestos) mains suppliers, cladding, health & safety works and high rise to ensure we meet our landlord obligations.
5. Liaise with housing strategy staff and their external contractors undertaking new build properties to assess and resolve a range of issues including instructing/raising the appropriate repairs and inputting details into our IT systems to ensure correct recording of property assets for future repair/capital works and maintenance.
6. Advise and instruct on a daily basis other areas of the housing service regards decisions on repairs/inspections to ensure our policies, procedures and contract practices are followed.
7. Monitor electronically, information coming into the service in our IT system or generic email boxes and make decisions on information received including declining, authorising and raising repairs, urgent health & safety repairs/actions, advising surveyors or management of potential situations, reporting damage and all other related actions to ensure compliance with our policies, procedures and working practices.
8. The Health and Safety at Work etc. Act 1974 and associated legislation places responsibilities for health and safety on Hull City Council, as your employer and you as an employee of the council. In addition to the Councils overall duties, the post holder has personal responsibility for their own health, safety and wellbeing and that of other employees; additional and more specific responsibilities are identified in the Council’s Corporate H&S policy.
