HR Supervisor - Learning and Development

Your new company Hays are working with the Northern Ireland Assembly to recruit a Human Resources Supervisor (Learning and Development). Your new role As the Human Resources Supervisor (Learning and Development), you will support the delivery of an effective Organisational Development and Learning service across the Assembly Commission. You will coordinate learning and development activities, administer learning systems and processes, support the delivery of corporate learning programmes and contribute to creating a culture of continuous learning and professional development.

The main duties and responsibilities of the post are:
Supporting the planning, organisation and co-ordination of learning and development programmes, workshops, webinars and other learning interventions. Acting as the first point of contact for learning and development enquiries from staff, managers and external providers. Administering the Learning Management System (LMS), including maintaining learner records, managing user access, uploading content, creating learning pathways and supporting system users. Monitoring learning participation, completion rates and compliance requirements, producing accurate management information and reports.

Co-ordinating learning events, including scheduling, venue arrangements, communications, registrations and evaluation activities. Supporting the development and maintenance of learning resources, e-learning content and digital learning materials. Processing learning and development applications, bookings, invoices and procurement documentation in line with Assembly Commission procedures. Assisting with the evaluation of learning interventions through the collection and analysis of feedback and learning data. Supporting the delivery of leadership, management, wellbeing and organisational development initiatives across the Assembly Commission.

Building effective relationships with internal and external stakeholders to support the development and delivery of learning activities and programmes. Assisting with the continuous improvement of learning and development policies, procedures and systems. Maintaining accurate learning and development records and management information in line with data protection requirements. Researching learning trends, best practice and innovative approaches to enhance the Assembly Commission's learning provision.

Supporting employee engagement, wellbeing, organisational culture and continuous improvement initiatives. Providing operational advice and support to staff on learning systems and digital learning platforms. Complying with all Assembly Commission staff policies and procedures, including Equal Opportunities and Dignity at Work policies and procedures and all mandatory training requirements. Carrying out other duties that the Assembly Commission may reasonably require of you.

What you'll need to succeed
1. CIPD Level 3 Diploma in Human Resource Management, or an equivalent or higher will be considered from applicants with formal qualifications of an equivalent or higher standard to those stated. AND At least two years' experience in each of the areas outlined at a) to d) below:a) Supporting the administration, co-ordination or delivery of learning and development activities or programmes.b)

Using effective verbal and written communication skills to provide advice, guidance and support to staff, managers and stakeholders.c) Developing and maintaining effective working relationships with internal and external stakeholders to deliver a quality learning and development service.d) Administering or supporting a Learning Management System (LMS) or equivalent digital learning platform, including maintaining learner records, managing learning content, supporting users and producing reports.

OR At least four years' experience in the areas outlined at points a) to d) above.
