Overview
On behalf of Northern Ireland Water, MCS Group is exclusively retained to recruit for the position of Head of Integrated Capital Delivery.

For this prestigious role, the Head of Integrated Capital Delivery leads the Infrastructure Delivery function, working with the Director and senior colleagues to drive service improvements aligned with the NI Water Business Plan. The role is accountable for the annual asset-related capital investment programme, typically valued at £250M–£300M per year, ensuring delivery of strategic investment objectives and high standards of performance and value across all capital projects.
Responsibilities- Lead and manage the delivery of NI Water’s capital investment programme and drive service improvements aligned with the Business Plan.
- Provide senior management leadership across procurement, supplier management, programme management, budgeting, financial control, and delivery for major capital investment programmes.
- Lead, develop and performance manage a team; deliver a substantial change programme and business benefits.
- Maintain sound knowledge of NEC Conditions of Contract, public sector procurement rules, Procurement Act/Utilities Contracts Regulations, Safety, Health and Environment requirements.
- Communicate effectively with government and regulatory stakeholders; foster collaborative relationships at senior management and director levels and with suppliers.
- Ensure capital works programmes are managed to scale and complexity comparable to NI Water’s needs.
- Degree-level qualification in Engineering, Construction, Project Management, or Business Management.
- Minimum of 5 years’ experience in a senior management role within a utility organisation or the construction sector, OR a minimum of 8 years’ experience in a senior management role within the same sectors.
- Defined as a senior management role reporting into a Director, Board or Chief Executive.
- Chartered membership of a relevant professional body.
- Senior management experience in managing a capital works programme of similar scale and complexity to NI Water’s Capital Works Programme.
- Experience in communicating and working with government and regulatory stakeholders.
