Summary:
This is a Full Time Permanent Position Interviews will take place week commencing 5 October 2026 Waste Operations Officer

About the RoleAs a Waste Operations Officer, you will be responsible for leading and developing operational teams to deliver high‑quality waste collection services and ensure the Council meets its statutory responsibilities as a Waste Collection Authority.
You will take responsibility for key service themes including:
- Health and Safety
- Fleet and Equipment
- Human Resources
- Customer Service
- Collection Arrangements
- Performance Management
- Recycling and Resource Utilisation
You will work closely with internal and external partners to identify opportunities for service improvement, manage operational performance and support the implementation of new initiatives that enhance efficiency and customer satisfaction.
Key Responsibilities- Lead and manage Waste Operations Team Leaders and operational staff.
- Deliver safe, efficient and customer-focused waste collection services.
- Drive a culture of performance management and continuous improvement.
- Develop and implement service improvement projects and operational plans.
- Monitor productivity, efficiency and service performance using business intelligence tools.
- Manage customer feedback, complaints and service issues effectively.
- Collaborate with fleet providers, contractors and suppliers to ensure operational requirements are met.
- Support the development of waste management strategies and service specifications.
- Ensure compliance with relevant waste management, environmental and health and safety legislation.
- Experience of delivering, monitoring and planning operational services.
- Experience of performance management and service improvement.
- Ability to lead, motivate and develop teams.
- Experience of managing change and implementing new ways of working.
- Excellent communication and stakeholder management skills.
- Commitment to delivering excellent customer service.
- Understanding of health and safety responsibilities within an operational environment.
- Practical experience of Microsoft Office applications.

Role and PurposeThe post holder is responsible for leading a team of supervisors to deliver an efficient waste collection service that achieves the aims of the Council's waste collection policy and waste management strategy; and to ensure the Council's statutory duty as a Waste Collection Authority is discharged and compliance with European and National legislation is achieved.
To take the strategic lead for specific themes of work across the service including but not restricted to Human Resources, Health & Safety, Fleet and Equipment, Customer Service, Collection Arrangements, Performance Management, Recycling and Resource Utilisation.
