• A Master's degree at a nationally recognised /certified university in a related discipline and 5 years of post‑related experience, or a Bachelor's degree with 8 years of post‑related experience.
• Work experience and elementary financial knowledge on funding streams, resource planning and levelling budgets.
• Work experience in resource management, including the planning for and allocation of costs and resources.
• Full understanding of how project management and service management fit together, and how the demand for a new or changed service drives the need for a project.
• Proven experience in service delivery and continuous service improvement at senior level.
• Knowledge of NATO or national governmental acquisition policy and procurement procedures.

• Advising on financial planning, budgeting, costing, accounting, and charging using recognised accounting practices and standards.
• Developing financial plans and forecasts.
• Monitoring and managing expenditure and examining areas where budgets and expenditure exceed agreed tolerances.
