HOURS PER WEEK: 40
SALARY RANGE: $75k-$85k per year
LOCATION: Bell Gardens, CA
POSITION SUMMARY:
The Victim Services Program Manager oversees daily operations of CalWORKs and Office of Emergency Service Programs. Directly supervises staff and volunteers and ensures contract compliance and quality assurance. This role sustains program services through effective grant writing, proposal submissions, and renewals. The ideal candidate will demonstrate a high level of attention to detail. Direct client support may be required.
DUTIES AND RESPONSIBILITIES:
- Ensure contract compliance and quality assurance.
- Supervise staff, interns, and volunteers.
- Prepare for and facilitate internal and external audits/site visits.
- Monitor caseloads and productivity.
- Provide program and didactic training.
- Develop and implement grant proposals and renewals.
- Ensure agency and program policy compliance.
- Prepare program reports and documentation.
- Collaborate with stakeholders and agencies.
- Monitor program budget and fiscal documentation.
- Conduct performance evaluations.
- Attend agency-wide, program and other community meetings.
- Provide direct client services as needed.
- Link clients to legal and advocate services.
- Ensure that legal and ethical standards are met for clients.
- Participate in case reviews and consultations.
- Maintain client records.
- If licensed, provide clinical guidance and supervision of staff and interns.
- Perform related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of risk factors including domestic violence, substance abuse, mental health issues.
- Familiar with basic social work principles and values.
- Understanding the criminal justice system is beneficial.
- Strong communication, writing and organizational skills.
- Ability to exercise independent judgment.
- Bilingual (English/Spanish) is highly desirable.
EDUCATION AND EXPERIENCE:
- Master’s Degree in Social Work, Marriage and Family Therapy or related field.
- Minimum two years’ experience in direct services for diverse, low-income clients
- Familiarity with community resources and minority populations (e.g., people of color, LGBTQ+ community, male victims, etc.)
- Experience with victims of crime, domestic violence and/or other types of trauma.
LICENSING/CERTIFICATION REQUIREMENTS:
- Daily driving is required. Must provide your own vehicle, valid California Driver’s License and proof of full insurance coverage.
- Forty (40) Hour Domestic Violence certification, highly desired.
- Negative tuberculosis screening.
- We require the selected candidate to undergo a criminal background check using the Live Scan fingerprinting method in compliance with applicable laws and regulations.

- Work in moderate noise levels and non-smoking environment
- Ability to occasionally lift and/or move up to 25 pounds independently
- Frequently involves sitting, standing, walking, squatting, bending, and climbing stairs (as needed)
- Occasionally may be required to stoop, kneel, crouch, or crawl
- Must be able to speak and hear clearly to communicate effectively
- Constantly operates a computer, keyboard, and other various office machinery
- Majority of job duties are performed onsite; however, visits to different sites may be required

COMPENSATION:
In accordance with California law, the expected pay range for this position is posted with this position. The actual compensation will be determined based on experience and other factors permitted by law.
