Customer Service and Collection Development Librarian

Purpose and Scope

The Customer Service and Collection Development Librarian (LIB2) leads the selection, acquisition, cataloguing, and stewardship of print and digital materials across the library system. This role develops and implements collection development policies; ensures accurate metadata and discoverability; collaborates with colleagues and vendors to keep the collection relevant, accessible and aligned with user needs and budgets. The position also oversees technical services operations, integrated library systems, and select public-facing technology and customer services.

Duties

and Responsibilities
  • Develop and implement collection development policies and strategic plans.
  • Select books, digital resources and media based on community needs and library budget.
  • Oversee ordering, receiving, invoicing and processing workflows.
  • Assess collections, identify gaps, improvements and perform weeding.
  • Collaborate with staff and community partners to gather recommendations.
  • Oversee and forecast collection budgets; track expenditures and ROI.
  • Monitor publishing trends, national practices and emerging information resources.
  • Perform original and copy cataloguing using RDA, MARC, and local practices.
  • Manage authority files and ensure controlled vocabularies are applied consistently.
  • Ensure accuracy, completeness, and consistency of bibliographic and item records.
  • Maintain clear cataloguing procedures and metadata documentation.
  • Plan, develop, and maintain the Integrated Library System (ILS) and related automation for staff and patrons.
  • Select, configure, and evaluate online databases and discovery tools; maintain the catalogue and ILS.
  • Collaborate on acquisitions, cataloguing, and processing to improve efficiency and quality.
  • Provide first-tier technical support for library systems, online resources, and equipment.
  • Troubleshoot and maintain library equipment; liaise with the QW IT department and manage connectivity providers.
  • Develop and deliver tech-related services and community training.
  • Stay current on issues and innovations in technical services and library operations.
  • Oversee daily mail, interlibrary loan (ILL), and materials handling; ensure timely delivery to all locations.
  • Ensure new materials are processed, labeled, and distributed accurately and on time.
  • Manage supply inventories; draft, maintain, and update procedures; communicate changes system‑wide.
  • Prepare reports, usage statistics, and collection metrics to inform decisions.
  • Provide assistance to all library users in a warm, welcoming and respectful manner.
  • Demonstrate a good working knowledge of the range of programs and services offered by the library.
  • Ensure adherence to the Occupational Health and Safety Act and Library policies where applicable.
  • Perform circulation duties and contribute to special projects.
  • Complete other duties as required.

Education and Specialized Training
  • Master’s Degree in Library and Information Science from an accredited university.
  • Health and Safety Committee Certification (Nice to have).
  • First Aid Training (Nice to have).
Skills and Qualifications
  • Strong knowledge of RDA, MARC, authority control, and collection development principles.
  • Proven ability to use and manage an ILS and related automation; familiarity with e-resources, digital archives, and discovery platforms.
  • Ability to analyze professional and technological problems and propose effective solutions.
  • Excellent communication, collaboration, and customer service skills; ability to mentor staff and work with diverse stakeholders.
  • Proven ability to work independently with minimal supervision and collaborate in teams.
  • Ability to establish and maintain effective relationships with vendors, partner groups, external agencies, and the public.
