Overview

INTECON, LLC is seeking an experienced and detail-oriented Technical Project Specialist to support the Mobility Air Forces (MAF) Mission Planning Systems (MPS) Capability Drop-4 (CD-4) program. The Technical Project Specialist will provide system analysis, technical writing and documentation expertise to develop, edit, and publish high-visibility deliverables in support of Air Mobility Command (AMC) mission planning modernization efforts.

This position plays a key role in developing and maintaining Joint Capabilities Integration and Development System (JCIDS) documentation, including MAF Concepts of Employment (CONEMPs), Information System Capability Development Documents (IS-CDDs), and related artifacts that define MAF-specific Mission Planning System requirements.

The ideal candidate will combine deep technical writing proficiency with a strong understanding of system requirements analysis, JCIDS processes, and DOTMLPF-P integration, ensuring documentation is accurate, compliant, and actionable for operational and acquisition stakeholders.

Key Responsibilities
  • Research, draft, edit, and publish MAF Mission Planning Systems (MPS) Capability Drop-4 documentation, including:
    • Information System Capability Development Documents (IS-CDDs)
    • Operational Concepts of Employment (OCE)
    • MAF Concepts of Employment (CONEMP)
    • Core competencies, use cases, scenarios, vignettes, and training materials
  • Translate technical and operational requirements into clear, concise, and accurate documentation in accordance with JCIDS, Air Force, and DoD standards.
  • Collaborate with subject matter experts, engineers, analysts, and operational leads to gather input and ensure consistency across all deliverables.
  • Develop and maintain documentation in accordance with the Joint Capabilities Integration and Development System (JCIDS) process.
  • Support requirements traceability, test metrics creation, and vignette and use case development to validate capability needs and operational requirements.
  • Integrate Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities, and Policy (DOTMLPF-P) considerations into all documentation.
  • Prepare and maintain meeting minutes, Monthly Status Reports (MSRs), briefing materials, and technical document reviews.
  • Format, edit, and manage technical documentation and program artifacts in SharePoint, Teams, and other version-controlled repositories.
  • Ensure compliance with established Air Force templates, configuration management, and document control procedures.
  • Support leadership and stakeholder briefings with professionally developed materials and summaries.
Clearance Requirements

Active Top Secret clearance is required; SCI Eligibility is preferred.

Qualifications
  • Bachelor’s degree in Business, Communications, Computer Science, or a related field. Equivalent experience in program documentation and support may substitute.
  • Certifications in technical writing, documentation, or SharePoint administration are desirable but not required.
  • Minimum of 5 years of experience in technical support, documentation, or program coordination roles supporting DoD or federal programs.
  • Demonstrated experience preparing meeting minutes, reports, and briefing materials for senior audiences.
  • Experience with collaboration platforms and version-controlled documentation management.
  • Preparing and editing technical or program documentation.
  • Microsoft Office (Word, Excel, PowerPoint) for professional-quality reports and presentations.
  • Document management in SharePoint and Teams.
  • Adobe Acrobat for document formatting and PDF preparation.
  • Collaboration and task management tools (SharePoint, Teams, project trackers).
  • Highly Preferred:
    • Hands‑on experience developing, testing, or sustaining mission planning applications or data products for the Air Force.
    • Experience using JIRA and Confluence.
