Assistant Director; Exempt

Supervises functions of the sewage treatment facilities and directs personnel. Serves as Director in Director's absence.

• Supervises and directs the activities of departmental employees.
• Reviews daily operational logs and sheets from plants and lift stations.
• Schedules and oversees maintenance projects such as pump repair, building repair, electrical repair, and piping repair and replacement.
• Serves as Director in Director’s absence. Remains on call 24 hours a day to identify and/or correct facility problems.
• Performs lab tests in absence of Chemist. Performs specialized lab tests not normally conducted by the Chemist.
• Assists with capital improvements planning and scheduling.
• Oversees and assists in the operation of the Pretreatment Program required by U.S. EPA.
• Assists Director in compiling data for budget requests.
• Assists Director with planning, managing, and inspecting construction projects.
• Adheres to proper safety techniques and utilizes safety equipment.
• Conducts master sewer committee meetings and attends all other required city meetings in Director's absence.
• Maintains a positive work atmosphere by behaving and communicating in a manner which promotes good working relationships with clients, customers, co-workers, and supervisors.
• Performs other duties as assigned.

Education, Certification, and Experience

Required:

Requires high school diploma or equivalent and two years of college or equivalent, with additional training in wastewater treatment, collection systems, and management. Requires five years of progressively responsible work in the area of wastewater treatment, including three years of supervisory experience. Requires a Class 1 Illinois Wastewater Operator's Certificate. An equivalent combination of education, training, and experience will be considered.

Residency:
As a condition of employment, employees must reside within a 25-mile radius from the corporate city limits of Belleville within 15 months from their date of hire.

Skills, Knowledge, and Abilities

Required:

Knowledge of the tools, materials, methods, equipment, and practices of wastewater treatment. Ability to conduct laboratory tests on sewage samples. Knowledge of administrative principles and practices and of supervisory methods and techniques. Knowledge of federal, state, and local codes and ordinances regarding wastewater treatment. Ability to supervise and train a moderate-sized group of diverse workers. Ability to prepare and monitor a budget.

Ability to maintain complex financial and personnel records. Ability to establish and maintain effective working relationships with government officials, employees, and the general public. Excellent communication skills.
