Overview
This position will be posted until close of business February 12, 2026. This position is subject to a veterans’ preference. Written testing date for qualified candidates is Saturday, February 28, 2026, with an 8:30am check-in time and will last approximately 3 hours. To continue in the hiring process after the written exam, applicants must have a valid passing score on the CPAT testing within the last year.
If the CPAT has not been taken within the last year, CPAT testing will be held on March 10, 2026. CPAT events are a partnership between Council Bluffs Fire Department, Bellevue Fire Department, and MCC, and will be held at the Mid-America Center (MAC). CPAT consists of three phases:
Candidate Orientation;
Practice Sessions; and CPAT Official Test, in accordance with IAFF CPAT guidelines. Candidates who have completed CPAT at another site within the past 12 months may receive credit with a valid completion certificate from an approved test site; completion certificate documentation is required during the written exam. If CPAT is not turned in at the time of the written exam, you will be required to attend CPAT testing.

PURPOSE OF POSITION
Responsible for the performance of professional activities associated with Fire and Emergency Medical Services for the City, in an effort to protect life and property. Work involves duties at fire scenes to extinguish fires, safeguard lives, salvage property, prevent the recurrence of fires, and protect properties from the elements, vandalism, and theft.
ESSENTIAL JOB FUNCTIONSResponds to emergency fire and other disasters and performs fire suppression, salvage and overhaul activities.
Drags charged/uncharged hoses and pulls or carries ladders up to or into burning structures, drags or carries hoses up or down ladders and stairs, and directs water streams at fire sources.
Performs salvage operations, removes burning or smoldering objects and overhauls them to ensure extinguishment, removes debris, and safeguards structures or objects from theft or vandalism.
Enters structures or objects using hand and power tools, including but not limited to axes, pike poles, battering rams, jaws of life, saws, hammers, pry bars, and other tools, to facilitate ventilation or to gain entry.
Safely operates specialized fire apparatus, hand and power tools and equipment.
Systematically performs search and rescue operations to locate victims and assist, carry, or drag them to safety.
Responds to medical emergencies and/or rescue operations; assesses patient condition and performs emergency medical services utilizing medical equipment, supplies and universal precautions, and transports patients to medical facilities.
ESSENTIAL JOB FUNCTIONS (CONTINUED)
Participates in fire inspection activities, including but not limited to inspecting facilities and equipment on public or private property for compliance with fire codes and assisting in preparing reports of findings of inspections.
Attends and participates in various classroom, self-study and field training programs to develop and demonstrate proficiency in fire suppression, fire prevention, hazardous material and emergency medical service functions; obtains and maintains certifications as required.
Accurately completes required administrative, inspection, fire and emergency medical reports and documents and enters data into the proper programs.
Performs other related duties as assigned or as the situation dictates within the scope of this classification. An employee in this classification exercises some independence in the performance of duties and receives close supervision from a supervisor. Attendance at the assigned work location is an essential function.
