ResponsibilitiesThe primary purpose of this position is to support modernization of the NC3 architecture. The Communications Specialist applies operational and technical expertise to inform communications architecture prototyping, demonstrations, and experimentation, and leads research, development, test, and evaluation (RDT&E) efforts—planning and executing NC3 demonstrations, prototyping new communication solutions, and conducting experiments to validate system performance. This role gathers, organizes, and analyzes data—applying modeling, simulation, and statistical techniques to develop cost‑benefit and risk assessments—and presents actionable recommendations.
It develops and implements tests, demonstrations, assessments, analytical procedures, and data‑collection processes, working individually or as part of multidisciplinary teams. Additional responsibilities include supporting project management tasks, interfacing with clients and program leadership, ensuring the accuracy and quality of contract deliverables, representing the company at industry events, and preparing program‑status presentations. Other duties as assigned.
Work location is Offutt AFB, Nebraska, with periodic travel required.
Required Qualifications
- Bachelor’s degree and 10 years of experience in telecommunications.
- Must maintain a Top Secret (TS) security clearance with access eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2‑ESI), North Atlantic Treaty Organization (NATO) and Special Access Required (SAR) classified material.
- Minimum 3 years of Combatant Command experience in fixed, mobile, and airborne multi‑command C2 communications.
- At least 5 years of DoD experience in National and Nuclear C4 systems and architecture solutions for USSTRATCOM.
- Background in strategic deterrence and global strike planning, including NC2/NC3 operations, strategic nuclear operations, joint integrated operations, and unified CCMD structures.
- 5+ years supporting senior‑level communications at the Combatant Command, Joint Staff, or DoD OSD.
- MBA in IT Management or B.S. in Cybersecurity and Information Assurance.
- Knowledge of next generation communications and information technology capabilities.
- Familiarity with CJCS and USSTRATCOM Emergency Action Procedures, CJCS instructions, and relevant policy directives.
