Environmental ServicesOur environmental specialists understand federal, state, and local environmental regulations, have trusted relationships with agency staff, and are experts on the National Environmental Policy Act (NEPA) and natural resources. From fast-track Environmental Impact Statements (EIS), Environmental Assessments (EA) and Categorical Exclusions (Cat Ex) to remote fieldwork, biological assessments, and wetland delineations, our team understands the processes, people, and regulations needed to move our clients’ projects to the next stage.

Are you passionate about protecting natural resources while helping shape vital infrastructure? Join DOWL as an Environmental Lead and play a pivotal role in delivering complex public and private projects with environmental excellence at the forefront. In this role, you’ll bring advanced expertise in environmental research, fieldwork, documentation, permit applications, and agency coordination across local, state, and federal levels. You’ll work independently on diverse, high-impact projects and guide less experienced team members—offering mentorship and expert review.
A strong background in wetland delineation and permitting is essential for success in this position.

Team player and team leader with the ability to follow on large or complex projects. Provides clear communication and direction, sets expectations, and takes responsibility for results of the team.
Project DeliveryLeads the overall NEPA process, including agency meetings and consultation processes and leads the production of and provides quality control for the following:
- Permit applications, reports, studies, memos associated with environmental and regulatory compliance
- All manner of technical reports, memos and studies associated with and/or required by NEPA and state/local environmental compliance
- Field studies as needed to support NEPA and regulatory compliance
- NEPA documents (CEs, EAs, EISs)
- Local, State and Federal permit applications and Mitigation Plans
- Agency scoping meeting presentations and materials; agency consultation documents (e.g., Section 7, Section 4(f), Section 106, EFH Consultations)
