PSE's Transmission Contracts team is looking for qualified candidates to fill an open Transmission Contract Administrator position. Join the team and play a role in ensuring reliable access to electricity across PSE's transmission system. Responsible for the administration of PSE’s transmission contracts. Assists with the analysis and preparation of new transmission and generator interconnection agreements. Provides guidance in management of existing agreements consistent with the strategic direction of the company. Supports management of all agreements with PSE’s counter parties with the overall goal to reduce risk and maximize the efficient use of PSE’s transmission assets. Facilitates cross-functional collaboration with internal and external partners to ensure contract implementations adhere to compliance standards and align with organizational objectives.

Prepares Federal Energy Regulatory Commission (FERC) required transmission reports and filings. Stays up-to-date on relevant regulations and provides employee training on FERC regulatory requirements. Maintains the department’s document management system and all related procedures.

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

• Drafts, negotiates, and manages contracts for transmission service, transmission-to-transmission interconnection, generation interconnection, and other agreements as necessary under PSE’s Open Access Transmission Tariff (OATT).
• Assists with the management of rights and obligations in existing network, point-to-point, legacy transmission, and generator interconnection agreement obligations with transmission customers, including but not limited to PSE merchant function, the Bonneville Power Administration, and generator developers.
• Prepares regulatory reports and filings as required for transmission agreements under the FERC such as the Electric Quarterly Report and quarterly study metrics.
• Researches and remains current on federal, state, and other statutes, regulations and orders.
• Develops and conducts employee training on FERC regulatory requirements related to the filing and reporting of transmission agreements.
• Prepares reports and metrics for various internal and external stakeholders. Distributes reports to stakeholders as required.
• Builds relationships and communicates requirements with transmission customers, traders, schedulers, and other utilities in order to enhance PSE's ability to reliably and cost effectively serve our customer base.
• Works with transmission customers on issues relating to business practices, transmission service obligations/provisions, transmission outages, OASIS, and technical systems implementation.
• Works within company policies and transmission tariff rules and applicable federal, state and local laws and regulations.
• Maintains the department’s document management system and applicable processes and procedures. Supports FERC formula rate filings, audit, and WUTC General Rate Case filings. Fulfills and responds to data request assignments via data collection, analysis, written responses and peer review.
• Compiles, analyzes, interprets, and summarizes transmission contract data needed to inform PSE’s planning studies and strategic recommendations.
