You’ll be responsible for a variety construction management and inspection duties for drinking water, wastewater, and stormwater infrastructure projects. Bellevue Utilities owns, operates and maintains over $3.5 billion of infrastructure assets, with over 1,500 miles of pipeline to provide drinking water, wastewater, and storm and surface water services. This infrastructure was primarily constructed from the 1940's through the 1980's, and most of the assets are well past midlife.
Over the next 75 years, approximately $2.4 billion will be needed to renew or replace facilities within the three utilities. Through proactive planning and strategic asset management, City Council established the Renewal and Replacement Fund in order to accumulate funds in advance of major expenses in the coming decades. Bellevue Utilities is better prepared than many utilities to meet increasing infrastructure replacement requirements while maintaining customer service.
- Manage the day-to-day construction of new, replacement, rehabilitation, and maintenance projects for public drinking water, wastewater and stormwater systems.
- Interpret plans and specifications. Evaluate proposed deviations from specified construction procedures and the approved plans. Identify the impacts from the deviation, estimate any associated cost, and evaluate the deviation's effects on project budget and schedule.
- Documents contractors’ daily work efforts, staffing and equipment through daily inspection reports.
- Maintains red-line drawings of assigned projects and coordinates with Contractors, Engineers and City GIS staff to ensure record drawings are accurate and mapped correctly in the City mapping software.
- In the field, facilitate resolution of conflicts with the construction plans and specifications with existing site conditions. Requires field decisions to be made quickly and accurately so contractor's work may proceed, minimizing delays.
- Manage the public work contract budget through negotiating, measuring, calculating, preparing, and monitoring contract payments, force account work, and change orders.
- Oversee routine and complex private sector development utility construction projects on a daily basis. Make on-site inspections to review the work for compliance, document progress, answer questions and facilitate successful completion of the work.
- Review preliminary and final plans and specifications for compliance with engineering standards and good construction practices.
- Creates and develops water mainline shutdown plans for Operations on public and private projects.
- Coordinate and facilitate meetings and work progress with design project managers, contractors, subcontractors, inspectors, consultants, other city staff, property owners (citizens and businesses), franchise utilities, and local, state, and federal agencies.
- Maintain constant awareness of progress on assigned projects.
- Maintain project documentation and assist supervisor, manager and City legal advisors in contract claim preparation and defense.
