SummaryThe Code Compliance Administrator plans, directs, coordinates, and manages services and operations for the code compliance services of the Community Development Department. This position also serves the City of Benton residents by educating and enforcing laws/ordinances/resolutions pertaining to city codes. The administrator ensures that city codes are uniformly applied by inspecting and investigating violations, serving as essential personnel and a safety-sensitive role.
EssentialDuties
- Provides customer service to internal and external customers, maintaining positive working relationships.
- Organizes, prioritizes plans, directs, coordinates, reviews, and manages departmental services of inspections, code enforcement, and permitting operations in a firm, tactful, and impartial manner.
- Schedules work activities of Code Enforcement Officers.
- Coordinates with the City Planning Director on changes or problems with codes and enforcement procedures.
- Ensures filing of property liens, condemnation notices, and releases with the Circuit Court.
- Testifies in court regarding exterior health and sanitation code violations.
- Responds to complaints related to drainage and coordinates with City Engineer on resolution.
- Researches and provides technical information to building inspectors.
- Receives, investigates, and resolves citizen inquiries/complaints.
- Monitors assembly and maintenance of files and records related to community development programs.
- Conducts field inspections of applications to meet or confer with developers, contractors, sign companies, and agency representatives.
- Provides information on vacant/abandoned properties to the Fire Marshal and Police Department.
- Assists City Engineer or Planner as needed.
- Recommends ordinances, policies, or amendments to improve city and departmental services.
- Answers questions and provides technical information to the public regarding zoning, signs, landscaping, subdivision ordinances, and city codes.
- Receives written and telephone complaints from citizens regarding violations.
- Records complaints of code violations.
- Completes inspections in response to complaints, prepares reports with photographs and listed violations.
- Issues and notifies citations to property owners and/or agents; testifies in court when necessary.
- Re-inspects violations.
- Researches deeds, maps, abstracts, and other records to determine property ownership.
- Discusses non‑compliance with supervisor and forwards information to Prosecuting Attorney upon approval.
- Maintains files for each complaint and/or inspection, including reports, violations, citations, correspondence, and final dispositions.
- Prepares monthly reports of enforcement activity.
- Provides technical and administrative assistance in special activities, events, disasters, and projects as assigned.
- Notifies supervisor of life‑threatening conditions found during inspections.
- Compiles information for special reports on housing, premise, and vacant lot conditions.
- Prepares specs for condemnation bid work and submits to Administrative Services Department.
- Oversees contractors’ work, approves invoices, and submits documentation for payment.
- Prepares and mails bills for corrective actions taken by the City.
- Prepares and files liens against owners who fail to reimburse the City.
- Operates a City vehicle to patrol the City; maintains vehicle cleanliness.
- Performs other duties as necessary or assigned.
The noise level in the work environment is usually moderate to loud. The employee frequently works outside in adverse weather and in an office environment, requiring regular driving of a motorized vehicle.
