Senior Cybersecurity/Chief Information Officer

Black Canyon Consulting (BCC) is actively looking for Senior Cybersecurity/Chief Information Officer to serve as senior technical authority for DoD cybersecurity strategy, compliance, and governance under ITCMSS III.

Duties & Responsibilities
  • Provide leadership on RMF, ATO, and Zero Trust implementation
  • Interface with DoD CIO and Authorizing Officials
  • Guide compliance with DISA STIGs and cybersecurity directives
  • Support program cybersecurity policy development
  • Serve as an MC&FP CIO liaison to the DoD CIO, the DoD Chief Management Officer (CMO), and a wide variety of SES, GS-15, and O-6 senior leaders across the Office of the Secretary of Defense and Military Services.
Minimum Qualifications
  • Eligible to work in the United States (U.S. citizen or permanent resident)
  • Master of Science degree in engineering, computer sciences, information systems, bioinformatics, or a related or emerging field.
  • 7+ years of experience leading complex software engineering or technical program management initiatives
  • Demonstrated expertise in C++ and Python, with the ability to engage directly in technical design discussions and code reviews
  • Proven track record of managing software development teams working on highly available, high-throughput data management applications
  • Experience building petabyte-scale data warehousing and data transformation applications
  • Experience leading teams in an Agile environment, and able to translate business and policy requirements into sound architecture and designs
  • Experience building cohesive, high-performance teams, staff development, and coaching
  • Knowledge of Cloud technologies
  • Master’s in CS, Cybersecurity, or Engineering (4 years experience = degree equivalent)
  • Minimum of 20 years of experience in DoD IT and Cybersecurity environments
  • Minimum of 20 years of experience and expertise supporting DoD C&A/A&A (Certification and Accreditation/Assessment and Authorization) activities, with expertise across the evolution of DoD’s risk management frameworks from DITSCAP to DIACAP to the current Risk Management Framework (RMF). Experience must include direct involvement in ATO processes, including package development, control implementation, continuous monitoring and coordinating with Authorizing Officials (AO)
  • Minimum of 10 years of experience supporting Department of Defense IT and Cybersecurity programs equivalent to MC&FP or Service Headquarters level.
  • Minimum of 7 years of experience serving in a DoD CIO and Authorizing Official (AO) or equivalent capacity.
  • Possess one of the following certifications:
    Global Security Leadership Certification (GSLC), Certified Information Systems Security Professional (CISSP), Certified Information Systems Manager (CISM), or another Level 3 authorized IAT/IAM certification in adherence with DoDD 8140.01 and the DoD Cyber Workforce Management Program.
  • Experience handling Controlled Unclassified Information (CUI) at minimum
  • OR at a minimum shall possess a favorably adjudicated Tier 5 background investigation and be eligible for a Top Secret (TS) clearance (SCI eligibility)
  • CISSP, CISM, GSLC, or equivalent DoD 8140 Level III certification
Benefits and Salary

We offer a competitive salary commensurate with experience and location. The targeted range for this position is $135,000 - $190,000. The benefits package includes medical, dental and vision coverage, 401k plan with employer contribution, paid holidays, vacation, and tuition reimbursement.
