Distinguishing Features Of The PositionThe incumbent of this class assists in the administration of the Citys Treasury operations and performs financial, administrative, and supervisory functions under the direction of the City Treasurer. This position involves maintaining financial records, overseeing collections and disbursements, assisting in the preparation of reports and budgets, and supporting treasury‑related services in accordance with prescribed procedures. Supervision is exercised over clerical personnel and work is performed with latitude for independent judgment.
TypicalWork Activities
- Assists the City Treasurer in the supervision and training of clerical treasury staff
- Supports the management of Water/Sewer Billing, Collection and Enforcement processes, including
- Entry of meter readings, pre‑bill edits, and audit processes
- Running billing calculations and validating reports
- Preparing and coordinating the printing and mailing of bills and delinquency notices
- Assists in coordinating and executing the water shutoff process and subsequent collections
- Supports the Parking Ticket and Parking Kiosk Collection processes
- Assists with the collection of payments for water/sewer bills, parking tickets, property maintenance bills, garbage violations, avoidable alarms, and other city revenue sources
- Prepares daily Treasurers Reports and supports daily deposit activities
- Reconciles electronic payments such as credit card and e‑check transactions
- Assists in balancing petty cash drawers and maintaining petty cash records
- Tracks income received from PILOT (payment in lieu of taxes) agreements
- Helps develop, implement, and enforce departmental policies and procedures
- Assists in maintaining organized filing systems and financial records
- Responds to correspondence and inquiries from residents and other departments
- Assists in the preparation and monitoring of the departmental budget
- Acts in the capacity of the City Treasurer in their absence, as assigned
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES & PERSONAL
- Strong attention to detail and commitment to accurate financial data management
- Working knowledge of accounting and financial recordkeeping principles
- Physical condition commensurate with the duties of the position
- Graduation from a recognized college with an Associates Degree in Accounting, Public or Business Administration or a closely related field, and three (3) years of experience in financial billing, accounts receivable, or auditing, including one (1) year in a supervisory or lead capacity; or
- Seven (7) years of equivalent training and experience sufficient to demonstrate ability to perform the duties of the position.
