Code Enforcement Officer
City of Binghamton is seeking a dedicated Code Enforcement Officer to oversee the enforcement of the New York State Uniform Fire Prevention and Building Code, local fire and building codes, and municipal laws, rules, and zoning ordinances.
Responsibilities- Administer and enforce the NYSUFPBC, local fire/building codes, and related municipal laws and zoning ordinances.
- Coordinate all activities to ensure compliance with applicable laws, codes, rules, and regulations.
- Issue Certificates of Occupancy or Compliance for buildings built or altered in accordance with state and local requirements.
- Inspect buildings and structures during construction, rehabilitation, reconstruction, or repair to assess and enforce compliance.
- Supervise and mentor Code Inspectors, Zoning Inspectors, Building Inspectors, and associated clerical personnel.
- Maintain complete and orderly records in written or electronic format.
- Communicate clearly with permit applicants, contractors, design professionals, developers, property owners, public officials, and the general public.
- Employ good judgment, tact, courtesy, and conflict de‑escalation skills.
- Graduation from a recognized college with a Bachelor’s degree in engineering, construction technology, architecture, urban planning, human services, public administration, economic development, social science, or a related field plus at least one (1) year of experience as a Code Inspector.
- or an Associate’s degree in a related field plus at least two (2) years of experience as a Code Inspector.
- or a high school diploma or GED plus four (4) years of experience as a Code Inspector.
- or any equivalent combination of training and experience as a Code Inspector. Applicants may substitute five (5) years of verifiable, paid construction experience for each year of experience as a Code Inspector.
- Must pass a pre‑employment drug test.
- Broome County residency required at time of appointment.
