The RoleThe Corporate Governance Policy & Framework Lead is responsible for the development, maintenance and continuous improvement of the CAA's corporate governance framework. The role leads the development of governance policies, standards, frameworks and supporting methodologies, ensuring governance arrangements remain effective, proportionate and aligned with legal, regulatory and organisational requirements.
Working closely with the Corporate Governance Services Lead, the role provides specialist governance expertise and supports the consistent application of good governance practices across the organisation. The role is responsible for maintaining governance frameworks and assurance approaches, monitoring external developments and supporting continuous improvement of governance arrangements.
Key Accountabilities Governance Framework Ownership- Lead the development, maintenance and periodic review of the CAA's corporate governance framework.
- Develop and maintain governance standards, principles and methodologies that support effective decision-making, accountability and transparency.
- Own key governance frameworks, including corporate governance, conflicts of interest, anti-fraud, bribery and corruption, sanctions, shareholding and accountability arrangements.
- Ensure governance frameworks remain aligned with legislative, regulatory and organisational requirements.
- Assess the effectiveness of governance arrangements and recommend improvements where appropriate.
- Own and maintain the corporate governance policy suite.
- Develop governance policies, guidance and supporting documentation that promote consistent governance practices across the organisation.
- Ensure governance policies remain aligned with statutory obligations, regulatory expectations and recognised good practice.
- Provide interpretation and guidance on governance requirements, policies and standards.
- Lead the development and maintenance of governance documentation, including the Corporate Governance Manual, Group Policy Framework and Internal Confidential Reporting Manual.
- Develop governance assurance methodologies and monitoring approaches to assess governance effectiveness.
- Maintain governance maturity measures, assessment criteria and governance effectiveness indicators.
- Support the development of governance oversight arrangements, including second line of defence governance activities.
- Design governance assurance frameworks that enable effective monitoring and reporting of governance performance.
- Review governance outcomes and recommend improvements to frameworks, controls and policies where required.
- Monitor developments in governance legislation, public sector governance requirements and recognised good practice.
- Lead the review and development of governance frameworks arising from external developments, including changes to governance codes, accountability requirements and public sector expectations.
- Support implementation of emerging governance obligations and future governance requirements.
- Maintain relationships with governance networks and professional bodies to support continuous improvement and knowledge sharing.
