About the role

Balfour Beatty's Regional Civils business is seeking an experienced Senior Quantity Surveyor to join our team, based from our Birmingham office and supporting a diverse portfolio of civil engineering projects across the East and West Midlands. Reporting directly to a Managing Quantity Surveyor, you will play a key role in driving the commercial success of multiple projects, providing expert commercial leadership and ensuring best practice is embedded across your portfolio.

What

you'll be doing
  • Taking commercial responsibility for a portfolio of civil engineering projects across the East and West Midlands, ensuring strong financial performance and successful project delivery.
  • Leading, mentoring and developing Quantity Surveyors and junior team members, while providing commercial guidance to project teams and senior stakeholders.
  • Supporting the development and implementation of commercial strategies that maximise project profitability and deliver target margins.
  • Producing accurate cost forecasts, cost-to-complete assessments and monthly cost/value reports, ensuring robust financial control throughout the project lifecycle.
  • Managing contract administration and change control processes, including valuation, negotiation and agreement of variations through CEMAR.
  • Monitoring project budgets, cash flow and applications for payment, ensuring timely valuations and effective working capital management.
  • Leading the subcontract procurement process, from tendering and contract award through to account management and final settlement.
  • Maintaining accurate commercial records and supporting the preparation and management of claims, variations and insurance notifications where required.
  • Collaborating closely with Project Managers, customers, subcontractors and internal teams to ensure commercial objectives are achieved and risks are effectively managed.
  • Ensuring full compliance with Balfour Beatty's commercial procedures, Business Management System (BMS), Group Minimum Commercial Expectations and Health, Safety & Environment standards.
Who we're looking for
  • Significant experience as a Senior Quantity Surveyor within the civil engineering sector, with a proven track record of leading the commercial delivery of projects.
  • Strong knowledge of construction and contract law, with experience administering and managing contracts, ideally including NEC/ECC forms of contract.
  • Demonstrable expertise in commercial management, cost control, forecasting, procurement and subcontract management across complex infrastructure projects.
  • Excellent understanding of tendering processes, subcontracting principles and the ability to draft, negotiate and administer subcontract agreements.
  • Commercially astute with strong negotiation and stakeholder management skills, able to build effective relationships with clients, supply chain partners and internal teams.
  • Proven ability to work independently and collaboratively, with the confidence to lead commercial activities and support project delivery teams.
  • Strong analytical, numerical and problem-solving skills, with experience quantifying and valuing construction works using recognised methods of measurement.
