This is an exciting time to join Homes England, the government’s housing delivery Agency as it transitions into the National Housing Bank (NHB). Launched in April 2026, the NHB is a subsidiary of Homes England with the existing Homes England Investments team working on behalf of the Bank. It is publicly owned and backed with £16bn of financial capacity, on top of £6bn of existing finance allocated to this Parliament, to accelerate house building and leverage in £53bn of additional private investment, creating jobs and delivering over 500,000 new homes.

With long-term, flexible capital, the NHB acts as a consistent partner to the private sector, bringing the stability and certainty that housing developers and investors need to make delivery happen. It also supports SMEs with new lending products and enables developers to unlock large, complex sites through infrastructure finance.

We have the resources, influence, and diverse expertise to drive positive market change through our significant investment activity. The government has put housing at the heart of its agenda and the Agency and the NHB are at the front‑line of that commitment with a mission to intervene in the market to ensure more homes are built in areas of greatest need to improve affordability.

This is a unique opportunity to join the Agency / NHB at a pivotal moment in housing delivery and to be part of the growth of the Agency and the NHB's Product, Equity and Partnerships team. The Product Equity and Partnerships team undertakes the origination, execution and management of equity investments to shape the future of housing and regeneration in a national organisation with real social purpose.

We recently contracted on several new investments with our partners in investment, regeneration and house building and have a strong pipeline with the ambition to do more. We are growing the team at all levels and are looking for a number of skilled and passionate professionals to join us.

Working in a team, the Senior Portfolio Manager will play a critical role in managing and supporting a portfolio of equity and joint venture investments - all ranging in size, nature and counter party, but all with a focus on housing delivery and placemaking (and in many instances both). You will be joining our small but talented and experienced team, who are committed to making positive change in how we manage our high profile and complex equity investments and lending alliances and accelerate housing delivery.

We work collaboratively to foster good decision making and problem solving in the team.

The role will require the robust support of management of high‑profile Equity transactions to enable the delivery of more homes using innovative funding structures with a diverse set of Investment Partners whilst unlocking further investment into the sector. Detailed commercial analytics and financial modelling will be a key part of the role, with a good understanding of risk management to enable to achievement of investment objectives, housing targets and milestones and to enable recovery of our investment through a successful exit strategy.

Good understanding of the Shareholder / Partnership agreements will be critical to the role.

The role also requires the provision of effective stewardship and management of key relationships with Investment Partners all the way to C‑Suite. The role will give you exposure to some of the most senior people at Homes England and the NHB as well as Government departments through the periodic committees and forums in which the portfolio reporting is presented.
