Position: Senior Field Program Administrator (O-6 Billet) Supervisory
Duties
Provides supervision to the FMCU RPMs in the establishment and implementation of IHSC's national compliance program (Quality Review Program) in non-IHSC facilities.Collaboratively develops national Quality Review Program (QRP) policy documents, oversees, and supports national strategic planning for non-IHSC facility QRP reviews as well as all applicable duties and responsibilities outlined in the QRP directive and guide.Serves as key advisor and compliance subject matter expert (SME) responsible for closely collaborating and advising the FMCU unit chief (UC) and regional section chiefs (RSC) on national compliance monitoring, risk management, CQI, QA, performance improvement and tasks related to ongoing adherence to ICE medical detention standards, and, but not limited to, infectious disease public health actions.Serves as SME in assisting RPMs investigate and respond to high profile inquires for Congress, state senators, national civil rights groups, U.S. Department of Justice, and other national and international government agencies to investigate appropriateness of health care delivery in non-IHSC facilities.Provides supervision to the oversight and coordination of non-IHSC facility site visits as part of the ongoing QRP for compliance.Provides guidance, consultation, monitoring, and operational recommendations related to ICE medical detention standards to FMCU and respective stakeholders with IHSC headquarters (HQ) concurrence.Provides guidance, consultation, monitoring, and operational recommendations related to non-IHSC facility medical contract requirements to FMCU and respective stakeholders with IHSC HQ concurrence.Submit on-going reports to the HCC DAD and FMCU unit chief (UC) regarding significant accomplishments, issues, problems, and workload activity.Reviews final draft summary of Immediate Jeopardy (IJ) findings received from respective RPM, sends final summary through UC and RSC, in accordance with IJ guidance, for approval.Trends incidents, sentinel events and potential litigation situations, initiating corrective actions accordingly.Reviews non-IHSC facility site visit reports received from respective RPM, sends final site visit report through RSC and UC, in accordance with QRP directive, for approval.Works collaboratively with other IHSC units to oversee and ensure non-IHSC facilities are informed of and abide by national infectious disease public health actions.Works collaboratively with other IHSC units in developing and managing ongoing collection and analysis of data used to identify opportunities for improvement and ongoing development and refinement of the program.Collects aggregate compliance data as required, monitors trends in outcomes of health care in non-IHSC facilities, and reports results and/or recommendations to HCC DAD, UC, and respective stakeholders, as applicable.Coordinates monthly meetings for the RPMs.Assesses compliance trends and inquiries to identify key issues through additional fact finding, if necessary, and determines appropriate level of response.Provides input to the FMCU UC on policies and procedures that will impact the operations of the unit and the measurement of workload.Develops and conducts effective compliance training and education, when indicated per FMCU UC discretion.Performs program diagnostics to include research, data analysis, and resolving complex issues.Serves as compliance SME for FMCU on process design teams and special projects.Works effectively with senior management and others in implementing and evaluating policies, plans and internal operational systems.Validates data received from RPMs and reports relevant data and recommendations to FMCU senior leadership to enhance the efficiency and effectiveness of non-IHSC facility compliance and health care delivery.Directs and oversees use of national compliance tools, including surveys, databases, reports, database applications, and tracking & monitoring systems.Attends and actively participates in high level leadership meetings, as needed.Submits monthly, quarterly and/or annual reports as required by HCC DAD and/or UC.Maintains accountability and monitoring of resources essential to program activities and the mission and goals of the agency.Creates and maintains an evolving calendar of events in order to coordinate activities with other units, division staff and administration throughout IHSC.Participates in monthly unit meetings and other agency meetings, as required.Participates in hiring and orientation process for new employees assigned to program.Follows supervisory chain of command.Other duties as assigned.Requirements
