Role Overview

This Employee Relations Specialist (Change & Transformation) will deliver expert employee relations support across complex change programmes, working within the Independent Office for Police Conduct (IOPC) to strengthen its culture and outcomes.
Responsibilities- Deliver expert employee relations support during organisational change projects, including restructures, realignments, and redundancies.
- Manage complex casework such as grievances raised because of change and transformation, ensuring timely resolution and risk mitigation.
- Ensure restructuring, redeployment, and realignment activities are managed sensitively and in accordance with IOPC policy, employment legislation, civil service governance frameworks, and best practice.
- Consult with staff and support management in providing written responses to staff proposals, ensuring thorough documentation.
- Work with People Business Partners to ensure redeployment and realignment processes are fully exhausted, reducing exit costs.
- Develop processes, policies, and procedures to facilitate effective change management.
- Chartered Institute of Personnel and Development Level7 qualification or equivalent experience.
- Strong knowledge of change management and transformation principles.
- Excellent knowledge of employment law and practical application.
- Excellent knowledge of HR best practices when managing change and redundancy consultation.
- Significant experience advising senior managers on organisational change, restructures, and large-scale transformations.
- Experience in consulting and negotiating with trade unions.
- Experience supporting staff through change, including redeployment, redundancies, and grievances.
- Experience with in the civil service, public, not‑for‑profit or charity sectors, preferably with exposure to the civil service redundancy process.
- Experience developing and implementing policies and procedures to support change.
- Ability to assess and evaluate the outcomes of change and transformation projects.
- Influencing and negotiation skills.
- Excellent communication and interpersonal skills.
- Strong analytical and decision‑making skills.
- Problem‑solving and cost‑effective solutions.
- Coaching and mentoring skills.
- Willingness to travel to regional locations for in‑person meetings with staff and senior management.
