IT Project Manager
We have a newly created senior role within our newly established Technology Coordination Unit which offers a rare opportunity to help design and embed the way work flows through the Technology & Insight Directorate.
As Resource & Workflow Manager, you'll play a pivotal role in ensuring that technology, data, product and operational teams can deliver effectively, predictably and efficiently across both RUN (operations) and CHANGE (projects, product development and continuous improvement). You'll provide the single view of capacity, demand, skills and utilisation across the directorate, helping leaders make informed decisions about priorities, resource allocation and delivery commitments.
This is far more than a scheduling role. You'll work closely with Directors, Heads of Service, Product teams, Data engineers, Corporate IT, Operational Technology and the Corporate PMO to manage demand from the point work is proposed through to delivery and reporting. You'll identify bottlenecks early, balance competing priorities, and ensure teams are focused on the work that delivers the greatest value to the organisation.
We're looking for a driven and proactive professional with experience of creating lean, agile ways of working in a technology environment. You'll be comfortable challenging inefficient processes, introducing smarter approaches to workflow management, and using evidence and data to improve planning, forecasting and delivery performance. Strong stakeholder management skills are essential, as you'll be working across a complex matrix environment with a wide range of technical and business teams.

What you will be doing- Align Technology and Insight resource planning with the West Midlands Combined Authorities portfolio priorities
- Provide senior leaders with scenario modelling to support decision-making on sequencing, prioritisation, and resourcing
- Support senior management in understanding demand on their teams, coaching squads in managing flow and workload
- Support management in understanding demand on their teams, coaching squads in managing flow and workload
- Maintain the Technology & Insight Directorate's centralised resource management tools, updating availability, allocations, competency profiles, and demand pipelines weekly
- Coordinate resource allocation across Product, Data, Corporate IT, TSI and EA in an agile, responsive way
- Provide resourcing data to support cost forecasting and budget planning
- Operate effective matrix working between the Directorate and WMCA Corporate PMO to ensure effective project delivery, portfolio oversight, and financial monitoring
- Experience managing resource planning, workflow coordination or delivery operations in a digital, IT, data or technology environment
- Experience applying Agile, Lean or Dev Ops-aligned delivery practices (e.g., Kanban, flow metrics, sprint planning, CI/CD awareness).
- Experience working in or alongside portfolio-led environments with multiple concurrent projects or product teams
- Experience of coordinating technical teams (engineering, data, IT, OT, product) in a complex, multi-stakeholder organisation
- Strong understanding of Agile and Lean methodologies, including Kanban, backlog management, value flow and continuous improvement
- Understanding of digital and technology delivery environments: software engineering, data pipelines, corporate IT operations, OT/public-realm systems
- Highly organised; strong attention to detail; excellent communication skills; strong problem-solving ability
- Knowledge of ITIL concepts and service transition principles
- Collaborative, diplomatic, and able to influence across organisational boundaries
- Evidence of continuous professional development in Agile/Lean/Dev Ops or delivery operations
