Strategic Business Partner - CAM

Corporate Asset Management (CAM) is a key enabling department responsible for providing property, fleet, and logistics services for West Midlands Police, proudly supporting the delivery of policing for the communities within the West Midlands.

The quality of service provided is consistently excellent responding to challenges with enthusiasm and creativity, working collaboratively with colleagues across the force and external partners.

There are three key areas within CAM, these are:

Estates Strategy Delivery - this team leads on property disposals, acquisitions, construction, major refurbishments, relocations and strategic estates demand management.

Property & Estates Management - this team leads on repairs and maintenance, engineering, compliance, environmental strategy, health & safety, facilities management and landlord & tenant.

Fleet & Logistics - this team leads on vehicle recovery, fleet provision and maintenance, transport and logistics, uniform, print and detained property.

Following the implementation of the New Ways of Working Modernisation Programme, WMP are continuing with the implementation of the revised 2023 Estates Strategy, focused on delivering a modern and flexible force-wide estate, supporting the delivery of the Force Operating Model launched in April 2023.

We are seeking a CAM Strategic Business Partner (SBP) to join an existing team of three, playing a pivotal role in supporting this change, whilst ensuring that a suitable working environment to support day-to-day operational business is maintained.

The role of the SBP is to engage with the business to identify the estate and wider CAM portfolio requirements, ensuring continued alignment with the Force Operating Model, prioritising against a backdrop of competing demands whilst ensuring effective budget management.

You will provide critical relationship management between CAM, Senior Leadership Teams and key internal and external stakeholders, maintaining adherence to CAM polices to ensure solutions are delivered in line with operational and business needs.

You will need to demonstrate strategic thinking and planning, coupled with a hands-on approach and a can-do attitude.

You will report into the Estates Strategy Delivery Manager, but expected to work largely on own initiative without direct supervision on a day-to-day basis.

• To support the development and implementation of the Estate Strategy Programme of works, which underpins the delivery of the Police and Crime Plan and contributes towards achieving our Environmental targets, supporting a policing service that supports local people.
• Responsibility for long term financial planning in liaison with Property, Estates Management and Fleet Services and the Building Portfolio Board to deliver improvements and cost savings through efficient financial management against a multi-million-pound budget
• Active membership of all relevant WMP Strategic boards presenting proposals for amendments to policies, standards or procedures for sign off and business cases for discussion and approval.
• Serve as a key liaison, connecting the elements of the Police and Crime Plan with the Estates Strategy, and provide senior leaders with recommendations on how to enhance business delivery in this area aligned to their local policing priorities.
• Review and challenge CAM based demands and business cases from senior end users that do not conform to the agreed policies and standards. Commit to regular discussions to ensure that all such requests are realistic and affordable from the outset.
