Job description

You will manage a broad portfolio of active travel projects and associated business change through the full project lifecycle. You will establish clear governance and assurance, monitor milestones, manage risks and issues, and identify opportunities to improve delivery. Working across Active Travel England and with external partners, you will support projects covering safer routes, schools, street design, innovation, behaviour change and inclusive infrastructure.

Your responsibilities will include, but arent limited to:

• Developing business cases with project leads, subject matter experts and cross-agency colleagues.
• Managing internal and external stakeholder relationships, including securing senior-level support where needed.
• Identifying, escalating and resolving risks and issues, with clear mitigation and ownership.
• Supporting governance frameworks, programme assurance, resource forecasting and delivery planning.
• Managing procurement and grant activities, including competitions, bid assessment, award and delivery.
• Communicating programme plans, objectives and progress to stakeholders and internal forums.
• Managing interdependencies between project leads, business-as-usual teams, Active Travel England and the Department for Transport.
• Using digital tools and data insights to support decisions, track outcomes and embed environmental, equality and social considerations.

Person specification

To be successful in this role you will need to have the following experience:

• Project or programme management, supported by a relevant qualification or demonstrable experience in the field.
• Working knowledge and a good understanding of local transport planning, including awareness of street design standards and behaviour change initiatives.
• Designing, implementing or supervising local authority design and construction projects for local transport and/or active travel.
• Delivering inclusive consultations that consider the needs of disabled people, women, people from a range of ethnic backgrounds, children and older people.
• Using project and programme management tools, including contracting and grant management, to manage diverse projects through different delivery mechanisms.
• Establishing risk management, programme reporting and governance processes.
• Working with Government and non-governmental stakeholders to communicate priorities and deliver projects or develop new processes, including infrastructure and/or behaviour change projects.
