The National Health Insurance Board (NHIB) invites applications from suitably qualified and experienced professionals for the position of Deputy Chief Executive Officer (Deputy CEO).
POSITION SUMMARYThe Deputy Chief Executive Officer (Deputy CEO) oversees the day-to-day operational functions of the National Health Insurance Board (NHIB), reporting directly to the Chief Executive Officer. The role supports the implementation of strategic initiatives and provides leadership across administrative and operational functions to ensure efficient, effective and compliant operations. The Deputy CEO promotes operational excellence, quality service delivery and continuous improvement.
DUTIESAND RESPONSIBILITIES
- Oversee daily operations, ensuring alignment with the NHIB’s strategic goals and objectives.
- Develop and implement operational policies and procedures to enhance efficiency and service quality.
- Ensure compliance with relevant regulations, standards and guidelines.
- Collaborate with the CEO and senior management team to develop and implement the organisation’s strategic plan.
- Identify opportunities for operational improvements and innovation.
- Assist in developing and managing the organisation’s budget and monitor operational expenditure against approved allocations.
- Provide leadership and direction to departmental managers and administrative teams, promoting accountability and continuous improvement.
- Mentor and develop managers to build a motivated and effective workforce.
- Establish and maintain quality assurance measures to support the delivery of high-quality services to beneficiaries.
- Implement and monitor key performance indicators to assess operational performance and drive improvements.
- Identify and mitigate operational risks through proactive planning and contingency measures.
- Ensure appropriate safety and security measures are in place to protect organisational assets and data.
- Maintain effective relationships with government agencies, healthcare providers, vendors and other stakeholders.
- Represent the NHIB in relevant forums, promoting its mission and values.
- Lead special projects and initiatives as directed by the CEO, ensuring timely completion and alignment with strategic goals.
- Support the adoption of new technologies and oversee IT projects to improve operational efficiency and service delivery.
This position requires:
- A Master’s degree in Business Administration, Health Administration, Operations Management or a related field.
- A minimum of eight (8) years of senior management experience, preferably in a health-related field.
- Demonstrated experience in operational management, strategic planning and project management.
- Certification in operations management or a related discipline, such as PMP or Six Sigma, would be an asset.
- Strong leadership and management skills, with a focus on operational excellence.
- In-depth knowledge of healthcare administration and national health insurance systems.
- Excellent financial acumen and experience in budget management.
- Strong problem-solving and decision-making abilities.
- Proven ability to lead and develop high-performing teams.
- Excellent interpersonal, written and oral communication skills.
- Ability to build effective relationships with diverse stakeholders.
- Ability to manage multiple priorities and projects in a fast-paced environment.
- Proficiency in using technology and information systems to enhance operational efficiency.
