Team Manager opportunity in EMPOWER U team (Exploitation and Missing Hub) City Wide Service
An exciting opportunity has arisen for a Team Manager in the continued development of the EMPOWER U Team (Exploitation and Missing Hub) Citywide Service, to lead and drive a new dynamic team dedicated to tackling Harm Outside the Home. This team will work alongside district teams as part of a Trust 25 project providing hands on support to lead professionals tackling a range of harms outside the home.
The successful person will need to be an innovative individual; to work within the EMPOWER U hub in the areas of child exploitation, missing and wider contextual risks such as Serious Youth Violence and Radicalisation. The successful applicant will take an independent and objective approach, working in an open and transparent way with the ability to challenge partner agencies and advocate on behalf of children, parents, and carers.
In addition, the successful candidate will work in partnership with a team of specialist workers and partners; will chair disruption planning meetings and reviews in relation to children exploited, missing and/or involved in serious youth violence. In addition, they will work in partnership with the district teams, intelligence analysts and assist with any safety planning and decision making in relation to individual and groups of children for whom there are concerns around criminal and/or sexual exploitation and missing.
The individual requires a good understanding of contextual safeguarding. The successful candidate needs to have experience of supervising and leading a team.
- Supervising and leading a team of Harm Outside the Home Practitioners including Practice Supervisors and Practitioners.
- Supporting with the development of practice guidance and awareness raising in line with the contextual safeguarding agenda with a focus on supporting children and their families who are at risk of harm beyond their families.
- Writing and analysing performance reports.
- Chairing a range of meetings that includes disruption planning meetings, missing meetings, serious youth violence, complex disruption planning meetings and NRM panels.
- Promote and manage culture change.
- Attend child in care planning meetings (where necessary and appropriate) to support with the care/safety plan and locality assessments in particular when children are being placed or moving placement.
- Develop a positive working culture.
- Lead by example, by maintaining the highest standards of practice and empowering others to do the same.
- May be required to work flexible hours and extended hours which may include weekends.
- Safeguarding scrutiny and oversight of children missing from home and care.
- May need to supervise staff/students.
- Deputise in the absence of the Heads of Service.
- To work closely with district managers to ensure clear lines of supervision, accountability and workstream.
In addition, you will need to possess excellent chairing, analytical, communication and partnership working skills. The successful applicant will be able to ensure effective decisions are made for some of our most vulnerable children who go missing and are at risk of/ are being exploited. The successful applicant will need to work closely with social care services, the police, education, health, voluntary sector, Integrated gang’s team, youth offending services.

The post holder will be subject to enhanced DBS checks and risk assessment which will also include vetting and barring.
