Position: 911 Communications Specialist Central Dakota Communications Center

This position is responsible for answering emergency and non-emergency calls and for dispatching appropriate personnel. An incumbent in this position may be designated "Senior Communications Specialist."

Key Responsibilities:

Operate an intelligent workstation consisting of computer aided dispatch, integrated radio and telephony technology, GIS mapping technology, and other related communications equipment to ensure the timely and effective dispatching of emergency and support services.

Receive and respond to emergency, non-emergency, and administrative calls; interrogate callers, analyze information, prioritize events, and determine response requirements; provide pre-arrival and post-dispatch instructions.

Dispatch and manage police, fire, rescue, and other resources.

Receive and transmit radio and telephone communications to and from units operating in the field.

Monitor public service radio frequencies; track and record the location of field personnel and resources.

Complete regular and special reports and maintain files, logs, and records.

Inspect equipment for proper operation and report malfunctions to supervisor.

Activate civil defense sirens and pagers for emergency and inclement weather situations.

Complete required training and perform related duties.

Minimum Qualifications:

Knowledge and competency associated with specialized training in emergency communications, in addition to a high school education.
Experience understanding the principles relevant to dispatch duties, typically after one to two years in similar roles or through an apprenticeship/internship.
Possession or ability to obtain NCIC certification.
Knowledge of emergency communication principles, NCIC policies, emergency dispatch procedures, radio and telecommunications equipment, CAD systems, and related software.
Skills in computer use, planning, organizing, analyzing, decision-making, problem-solving, and communication.
Ability to make decisions under pressure and in emergency situations, and skills in public relations and interpersonal relations.

Additional Qualifications for Senior Communications Specialist:

Knowledge of supervisory concepts and practices.
Skill in training and supervising personnel.
Possession of or certification as a Communications Training Officer (CTO).
