Human Resource Management Services (HRMS), a division of the ND Office of Management and Budget (OMB), is seeking a strategic, consultative, and relationship-focused Human Resources Business Partner to join our team.
This role is designed for an HR professional who thrives at both the strategic and hands‑on levels. Someone who can anticipate agency needs, build strong partnerships, and continue advancing a proactive, insight‑driven HR partnership model across agencies.
What You'll Do- Partner strategically with agency leaders to align HR strategy with business goals and move agencies toward proactive, consultative HR practices.
- Implement HR strategies and programs with HR Operations and Centers of Excellence to strengthen talent, culture, performance, and organizational effectiveness.
- Analyze workforce and organizational data to identify trends and provide leaders with clear, actionable insights.
- Coach leaders through change in areas including performance management, workforce planning, organizational design, and culture development.
- Build strong relationships across HR and agency teams to ensure seamless HR service delivery and outstanding support for team members.
- Broad HR expertise across multiple HR disciplines (talent management, engagement, compensation, employee relations, etc.).
- Strategic thinking paired with the ability to execute HR solutions effectively.
- Exceptional communication and relationship‑building skills with the ability to influence leaders at all levels.
- Experience navigating complex employee relations matters with fairness and discretion.
- Ability to translate workforce data into meaningful insights.
- Strong organization, prioritization, and follow‑through in managing multiple agency needs.
- Bachelor's degree and at least 5 years of HR experience, OR
- Master's degree and at least 3 years of HR experience.
- Experience must include generalist work or two or more specialty areas (e.g., compensation, benefits, employee/labor relations, talent acquisition).
- Professional HR certification (PHR/SPHR or SHRM-CP/SCP).
- Experience in organizational development, employee relations, or public‑sector HR.
- Demonstrated ability to consult with leaders and influence organizational change.
