Detailed job description and main responsibilities Financial Planning & Budgeting

Identify, cost and translate resources into realistic budgets, ensuring continuous efficiency improvements. Provide financial advice, analysis and reporting on the Division’s Waste Reduction Programme and support the annual budget setting process. Maintain monthly reconciliation of recurring and non‑recurring budgetary positions.

Performance Management and Reporting

Deliver expert financial advice to Divisions and Directorates to meet annual objectives. Provide timely monthly budget reports, interpret variances, and recommend corrective actions. Produce written and verbal reports for the Trust Board, forecast outturns and identify emerging financial pressures.

Business Planning

Participate in formulation and implementation of Divisional and Directorate Business Plans. Prepare bids for funding, assess financial appraisals and ensure proper quantification of service changes within budgets.

Income and Activity

Support operational managers to maximise business performance. Contribute to the development of Trust‑wide systems, ensure adherence to Standing Orders and financial procedures, and represent finance at the Workforce Controls Group and Finance Investment Committee.

Staff Management

Manage the Deputy Divisional Financial Manager, oversee training and development, recruit and appoint staff, and support the wider finance team’s development. Promote equality and diversity within the department.

Finance Continual Improvement

Lead projects to improve efficiency and internal control, fostering an improvement culture across the team.

Communication

Employ motivational, influencing and empathy skills to drive collaborative working, manage resistance to change and communicate sensitive issues effectively.

Training and Development

Ensure mandatory and professional development training for all team members. Provide coaching support, deliver finance training to the wider Trust, and deputise for the Finance Staff Development Lead when required.

Person specification
  • Degree (Honours) or equivalent qualification
  • CCAB qualified accountant with evidence of continued professional development
  • Experience in staff management
  • Experience with computerised ledger systems
  • Strong communication skills with budget holders handling complex information
  • Negotiation skills and ability to secure cooperation
  • Self‑motivated with effective time management
  • Budgeting & forecasting experience at Divisional level
  • Advanced knowledge of Microsoft Office products
  • Report writing and performance management experience
  • Proven track record of cost improvements and waste reduction
  • Involved in training and development of finance and non‑finance staff
