Job Description
The Civil Engineer is responsible for technical project planning, management, and oversight of civil and infrastructure projects, ensuring that projects are completed on time, within scope, and within budget, while adhering to Henry Fagan’s Quality Management System (QMS) and ISO 9001 standards.
The incumbent oversees all stages of service delivery in the civil engineering team, from stage 1 to 6, and manages project resources, including subcontractors, specialist partners, and internal staff. The role ensures compliance with construction safety regulations, professional standards, and project documentation requirements.
This position reports to the Director:
Water Infrastructure
until such time that a revised team structure is approved by the business.
The incumbent will be based in the Bloemfontein office
.
- Project Management and Leadership
- Lead and manage civil engineering projects across all stages, including budgeting, resource allocation, procedures, profitability, quality, and standards
- Leadthe technical compliance oversight of various projects.
- Develop and communicate project goals and deliverables, assessing project team performance to ensure successful completion.
- Prepare project plans, conduct health checks, and implement recovery plans as necessary.
- Oversee project production efforts to ensure projects meet specifications, regulations, and deadlines.
- Client and Stakeholder Liaison
- Undertake client liaison and coordination with contractors, consultants, internal teams, and all project stakeholders.
- Provide technical guidance to field staff to ensure proper implementation of design and construction procedures.
- Assist the Business Development team in identifying tendering opportunities, preparing RFPs, and contributing to full tender submissions.
- Evaluate customer or public complaints, determine the nature and extent of issues, and recommend remedial measures.
- Generate project reports as required by the business.
- Conduct and attend meetings with clients, professional teams, and contractors.
- BSc / BEng / B-Tech in Civil Engineering.
- 10–15 years’ post-qualification experience in the built environment, with at least 5 years in a client-facing Project Management or Technical Lead role.
- Registered with ECSA as a Professional Engineer/Technologist.
- Proven track record in bulk water/sewer pipeline, treatment works,pump stations etc. .
- Project management experience in medium to high-rise office, residential, educational, healthcare, commercial, and industrial buildings, including water, sanitation, roads, and hydrological infrastructure projects.
- Experience in contract administration and management of multi-disciplinary building and infrastructure projects.
- Experience in municipal infrastructure, water and sanitation, transportation, or large capital projects will be advantageous.
- Demonstrated experience in regulatory compliance, audits, inspections, and quality management systems.
- Civil design:
Sewer, Water, Survey, and Terrain modes. - AutoCAD, AutoCAD Civil 3D, AutoCAD Architecture.
- ArcGIS (advantage).
- Vent-O-Mat (advantage).
- Microsoft Global Mapper.
- MS Office Suite:
Word, Excel, PowerPoint, Access.
- Strong leadership and technical experience.
- Proven track record of successfully working with contractors.
- Interpersonal communication skills; clear and concise written and oral communication.
- Flexibility in schedule and ability to meet deadlines.
- Problem-solving, critical thinking, analytical, strategic, and tactical skills.
- Ability to work as part of a multi-disciplinary team.
- Attention to detail, proactive, and able to work under time pressure.
