Permitting Manager

Mountain Ltd. has an opening for a Permitting Manager to work in the Bloomington, IL area!

The Permitting Project Manager oversees all aspects of permitting for large-scale fiber optic infrastructure (FTTH) and telecommunications projects across IL, WI, and MN. This role combines strategic oversight with hands‑on execution, ensuring timely and compliant permit submittals while fostering strong relationships with permitting authorities and internal stakeholders.

• Lead, develop, and implement permitting strategies to support project construction timelines.
• Build and maintain relationships with city, county, state, and federal permitting agencies.
• Manage vendors for the preparation, review, and tracking of permit applications for aerial and underground network expansion.
• Monitor and ensure compliance with relevant codes, regulations, and agency standards.
• Virtual meetings with state, city, RR, ODOT authorities on a regular cadence.
• Proactively communicate with new and existing permitting authorities to understand expectations, standards, and timelines on a regular, proactive cadence.
• Interface with internal teams (engineering, legal, and construction) to resolve systemic issues and improve permit quality.
• Maintain and regularly update permit tracking systems (e.g., Site Tracker) to reflect submittal status, lead times, and approvals.
• Report weekly on submittals, outstanding permits, and hurdles during construction planning meetings.
• Manage and mentor permitting coordinators or support staff as needed.
• Stay informed of regulatory updates that could impact project timelines or scope.

• 5+ years of experience in permitting, project management, or related fields within telecommunications or infrastructure.
• Strong working knowledge of WI, IL, MN permitting processes, ideally with existing agency relationships.
• Demonstrated experience with FTTH or similar large‑scale telecom deployments.
• Excellent organizational, communication, and negotiation skills.
• Bachelor’s degree in engineering, or a related field (preferred).
• Proficiency with permit tracking tools and project management software.
