Responsibilities
  • Direct, administer, and coordinate the construction, maintenance, and operation of water utility facilities within the city and surrounding areas in support of policies, goals, and objectives established with the City Manager, Mayor, and City Council.
  • Provide water resource management expertise to City leadership and other city departments.
  • Maintain a sound plan of department organization, establishing procedures to ensure adequate management development and succession planning.
  • Establish and enforce operating policies consistent with the City Manager’s and City Council’s broad policies.
  • Develop and implement procedures and controls to promote communication and adequate information flow within the organization.
  • Direct the preparation of short‑term and long‑term plans and budgets based on broad city goals and growth objectives.
  • Oversee the collection of water revenues and spending on an annual operating budget of at least $12,000,000, reporting variances to the City Manager.
  • Manage capital projects and budgets of upwards of $100 million.
  • Recommend policies relating to pricing and water supply to ensure availability to all residents, commercial operations, and new land developments.
  • Plan, organize, direct, and administer the purification and distribution of water to city customers in line with immediate and long‑range development projections.
  • Ensure the city’s water supply is in compliance with all applicable state and federal standards.
  • Lead efforts to optimize water treatment for superior taste and odor characteristics while meeting all health‑based regulatory standards.
  • Recommend changes in water management and distribution policy based on current and projected water demands.
  • Collaborate with other city directors to assess impact of new or proposed public projects on city water resources.
  • Represent the city in meetings with farmers, developers, representatives of other municipal and regional water systems, government representatives, and the general public.
  • Meet with affected businesses to address water connection, usage, and required specifications, initiating actions to obtain compliance.
  • Prepare or oversee public communications such as water quality reports, temporary outage notices, and water agreements for new development areas.
  • Direct workers in the preparation of reports to state and federal governments.
  • Regularly evaluate the results of overall water operations and systematically report these results to the City Manager and City Council.
  • Supervise water billing, treatment plant, lake park, and maintenance crew managers, monitoring and evaluating their performance.
  • Adise and coach subordinate superintendents and managers on supervisory and technical issues.
  • Interview and select department personnel in consultation with sub‑superintendents and Human Resources.
  • Make final decisions regarding formal staff discipline in consultation with Human Resources.
  • Monitor contractual obligations between the department and other agencies or businesses, including staff bargaining units.
  • Maintain positive working relationships between the city and staff by cooperating with bargaining unit representatives.
  • Oversee compliance with work safety standards and minimize human and financial loss resulting from operations.
Qualifications
  • Bachelor of Science degree (B.S.), preferably in environmental engineering, biology, chemistry, civil engineering, or a related field.
  • Minimum of ten years progressively responsible experience in public utility and/or water resource management.
  • At least four years of management, supervisory, and budget experience.
  • IL Driver’s License.
  • Class A Water Operator’s License, or ability to obtain one within six months.
  • Preferred:
    Licensed Professional Engineer.
Physical Requirements / Working Conditions

Work is performed primarily in an office environment with occasional travel to office locations, agency facilities, work sites, and water treatment plants. There are no extraordinary physical demands beyond incidental outdoor work, including occasional oversight in dusty, moist, or humid conditions and varying outdoor temperatures.
