Assists in the design and operation of transportation infrastructure while regularly coordinating with the Public Works and Planning & Transportation Departments. Manages capital transportation projects, provides development review input, and supports Engineering Department staff.

Primary Responsibilities- Oversees the design of city capital transportation projects. Helps coordinate utility relocation plans, environmental and permitting approvals, and right‑of‑way acquisition processes as assigned projects require.
- Coordinates with the Legal Department to obtain right‑of‑way, easements, and/or right‑of‑entry to construct projects.
- Manages consultant service contracts for assigned city‑led transportation projects, including financial and schedule components.
- Reviews engineering plans and ensures projects are consistent with applicable engineering principles, guidelines, and standards; addresses public safety; and reflects adopted community plans and goals (e.g., Transportation Plan).
- Coordinates transportation projects with Utilities, Public Works, and other City Departments. Responds to inquiries from the public and coordinates public involvement and education opportunities regarding transportation projects.
- Attends meetings to discuss transportation projects with the Bicycle and Pedestrian Safety Commission, Board of Public Works, Redevelopment Commission, Traffic Commission, MPO committees, and other boards or commissions as needed.
- Provides technical support and guidance to Planning & Transportation Department staff through site plan and grading permit review and approval.
- Assists with project identification and cost estimates for the City’s Capital Improvement Program. Helps identify and facilitate external funding applications for city capital projects through organizations such as the Bloomington/Monroe County Metropolitan Planning Organization.
- Assists in construction bidding and construction oversight of transportation projects and work in the right‑of‑way.
- Investigates and answers questions from internal and external stakeholders on matters related to transportation and capital projects. Includes response to traffic inquiries, traffic calming requests, signal timing and operation, and identification of work order opportunities (e.g., signing and striping) to enhance the operation and safety of existing facilities.
- Assist in the documentation and enhancement of standard processes, standard drawings, and specifications.
- Assist in the development, presentation, and pursuit of City Code and policy updates.
- Performs other duties as assigned.
Minimum knowledge equivalent to a post‑bachelor’s degree in civil engineering or a related field.
Requires over five years of experience in a related field or position.
Professional Engineering License, preferred.
Certification as an Engineer in Training or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities is required. Public service and staff supervision experience, preferred.
Knowledge and ability to utilize accepted transportation engineering principles and practices.
Indiana Department of Transportation (INDOT) Employee in Responsible Charge (ERC) certification or the ability to receive such certification within one year.
Ability to utilize AutoCAD with Civil Engineering applications for project design. Ability to utilize Bluebeam and GIS software, preferred.
Ability to manage projects, staff, consultants, and contractors. Ability to maintain accurate records and prepare factual reports.
Ability to present in a public forum and participate in dialogue with public officials and stakeholders in public settings.
Difficulty of WorkMost work is performed in a modern office environment, though regular field work is required in various weather conditions and is exposed to normal hazards associated with traffic and construction projects. Attends occasional evening meetings.
Personal Work RelationshipsMaintains frequent contact with department staff, local, state, and federal agency representatives, community leaders, members of various Boards of Directors, and the general public during varied situations and circumstances, often requiring extensive communication skills to gain cooperation in the face of differences of opinion.
